VP / Director of Business Development

Pearl Interactive Network is looking for a growth-minded Business Development leader to own the strategy behind our next stage of expansion. You'll lead the business development team to set relationships, deliver winning proposals, and work to ensure our team is delivering on our business development goals. If you think in terms of strategic growth positioning and portfolio expansion as much as closed deals, this role is built for you.
This position reports to the CEO and supervises members of the BD team.
What You'll Own
- Growth Strategy: Define and drive Pearl's business development strategy across markets (e.g., federal (primary), state, commercial), identifying where we should compete and why we'll win.
- Business Development Leadership: Lead the business development team including: opportunity identification, qualification, bid strategy, proposal activities, and contract award.
- Client Partnership: Bring and build trusted, executive-level relationships with federal agency stakeholders and commercial clients, translating their evolving needs into tailored Pearl solutions.
- Revenue & Account Growth: Retain and expand existing accounts while building a healthy pipeline of new business that supports PIN's long-term growth targets.
- Cross-Functional Direction: Align sales, operations, and delivery teams around a shared growth plan, directing specialized resources to execute it.
- Market Intelligence: Stay ahead of shifts in the federal procurement landscape and competitive environment, adjusting strategy accordingly.

- Salary Range: $120,000 – $195,000 annually, plus substantial On Target Earnings (OTE) potential (final range dependent on experience and location)

What You Bring
- 10 -15 years in Business Development with a proven record of winning federal (primary) and commercial business and ownership of a federal growth portfolio
- Deep fluency in the federal contracting landscape: procurement regulations, compliance requirements, and the full end-to-end opportunity lifecycle
- Demonstrated record of building and converting a qualified federal pipeline and leading successful pursuits of comparable size, complexity, and strategic importance to Pearl
- Existing relationships and a track record of building senior-level trust across primarily federal agencies and commercial organizations
- Strong leadership instincts: you can build, motivate, and direct a high-performing team while carrying your own strategic priorities
- A leader-doer mentality that enables you to speak at both the executive/client level and execute, as needed, to drive business development excellence.
- A strong work ethic that drives high performance, collaboration, and a relentless pursuit of driving growth and success for Pearl.
- Hands-on experience with GovWin, SAM.gov, FPDS, and similar capture/research tools
- Bachelor's degree in Business, Marketing, or related field (MBA a plus)
- Ability to travel to meet clients (e.g., DC/MD/VA), to industry events, and leadership meetings.
