Job Description
SUMMARY DESCRIPTION
To perform technical and professional engineering duties as required for water and power systems; to serve as project manager through planning, design and construction on assigned projects.
DISTINGUISHING CHARACTERISTICS
This is the entry level class in the Engineer series. Positions in this class typically have little or no directly related work experience. The Assistant Engineer is distinguished from the Associate level by the performance of less than the full range of duties assigned to the Associate level. In addition, the Associate Engineer requires registration as a Professional Engineer.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Deputy Director of Technical Services.
EXAMPLES OF DUTIES - The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
- Prepare water system plans, specifications, engineering studies and reports and contracts.
- Assist with environmental assessments.
- Conduct hydraulic, operational and economic analysis of water systems.
- Design pipelines, canals, pumping plants, building structures, power facilities, and related facilities.
- Make engineering calculations.
- Review and assist with the coordination of consultants’ work.
- Prepare bid documents and cost estimates.
- Analyze problems and develop effective solutions.
- Determine the federal, state or local laws, regulations or guidelines that affect projects and apply them appropriately.
- Analyze and track project costs and recommend action on progress pay estimates.
- Conduct surveys.
- Analyze proposals and bids.
- Provide technical assistance and support to Agency staff.
- Draft technical and administrative correspondence.
- Serve as a project manager over assigned projects.
- May conduct public meetings on water system projects.
- May inspect construction project sites.
- Build and maintain positive working relationships with co-workers, other Agency employees and the public using principles of good customer service.

- Civil and hydraulic engineering principles and practices.
- Computer principles as related to the solution of engineering problems.
- Pipeline materials and construction.
- Water treatment processes.
- Methods of water system planning.
- Practices of feasibility studies and cost estimating.
- Principles and practices of surveying and mapping.
- Principles and practices of project management.
- Methods of budget management.
- Applicable federal, state and local laws, regulations and guidelines.
- Modern office equipment including use of word processing, database and spreadsheet applications.
- Principles and practices of customer service.
- Perform complex engineering analyses and computations.
- Prepare plans and specifications.
- Conduct public meetings.
- Prepare cost estimates and project plans.
- Analyze bids for construction, design and project engineering and make appropriate recommendations.
- Analyze problems and prepare appropriate solutions.
- Work independently and identify and resolve potential problems.
- Operate a computer using word processing and business software.
- Use common office equipment.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Work is generally carried out in an office setting with regular field visits requiring the operation of a motor vehicle and occasionally traversing uneven terrain and working in inclement weather.
- Frequently sit at a desk and in meetings for long periods of time.
- Frequently twist to reach equipment and perform simple grasping and fine manipulation to write and use keyboard.
- Occasionally lift up to 50 pounds.
Experience and Education–Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

ASSOCIATE ENGINEER
SUMMARY DESCRIPTION
To perform professional and technical engineering duties as required for water and power systems; to serve as project manager through planning, design and construction on assigned projects.
DISTINGUISHING CHARACTERISTICS
This is the journey level class in the Engineer series and is distinguished from the Assistant level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. In addition, incumbents at the Associate Engineer level are required to be registered as a Professional Engineer.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Engineering Services Manager.
Provides technical and functional supervision to Engineering Technicians and support staff.EXAMPLES OF DUTIES-The following duties are typical for this classification. - Prepare water system plans, specifications, engineering studies and reports and contracts.

- Design pipelines, canals, pumping plants, building structures, power facilities, and related facilities.
- Make engineering calculations.
- Review and assist with the coordination of consultants’ work.
- Prepare bid documents and cost estimates.

- Determine the federal, state or local laws, regulations or guidelines that affect projects and apply them appropriately.
- Analyze and track project costs and recommend action on progress pay estimates.

Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, and amount of time spent performing the more complex duties. Employees perform the most difficult and responsible types of duties assigned to classes within this series, which may include providing technical and functional supervision over assigned personnel. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility. |
