Job Description
This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Business Development Manager based in the United States.
This is a senior business development opportunity focused on expanding a technology-driven mobility solution across a defined state or regional territory.
You will build relationships with the public-sector leaders who influence student transportation and mobility decisions.
The role combines strategic account development, government relations, consultative selling, and competitive RFP leadership.
You will engage directly with school district and state officials through conferences, site visits, industry events, and relationship-building activities.
Success will depend on understanding public-sector procurement cycles, funding shifts, contract timelines, and the priorities shaping transportation programs.
You will own pipeline development while partnering with internal teams to convert qualified opportunities into long-term customer relationships.
This role is ideal for an established industry professional whose network, credibility, and consultative approach can accelerate meaningful growth.
- Lead new-business growth across an assigned state or regional territory by developing and executing strategic account and government-relations plans.
- Build and maintain strong, long-term relationships with Superintendents, district Transportation Directors, business and finance leaders, and state transportation or education officials.
- Represent the organization at conferences, association events, district visits, dinners, site visits, and other industry or relationship-building engagements.
- Identify and qualify opportunities by monitoring district budget cycles, contract expirations, RFP calendars, funding changes, and evolving state policies.
- Develop and manage a healthy pipeline of qualified public-sector opportunities, prioritizing accounts with strong potential for growth and long-term partnerships.
- Lead and support competitive government RFP processes, coordinating internal contributors and coaching teams through written proposals, presentations, and oral interviews.
- Serve as a trusted advisor to named accounts throughout the customer lifecycle, supporting a smooth transition to operations after contract award and helping protect relationships through renewal.
- Represent the organization within state pupil transportation associations, school board associations, and relevant government affairs forums to strengthen market visibility and credibility.
- Partner cross-functionally with sales, operations, and other internal stakeholders to ensure customer expectations are aligned and opportunities progress effectively.
- Maintain high standards of professionalism, integrity, and discretion when engaging with public officials and navigating procurement requirements.
- 10+ years of experience in business development, sales, or government relations within student transportation, transit, or a closely related public-sector-facing industry.
- Established, active relationships with Superintendents, Transportation Directors, and/or state transportation or education officials; this position requires an existing network rather than a cold-start territory.
- Demonstrated success managing complex, multi-stakeholder public-sector sales cycles and competitive government RFP processes, including oral presentations and interviews.
- Strong consultative selling capabilities, with the ability to understand district challenges and position technology-enabled mobility solutions around relevant business and operational outcomes.
- Deep understanding of public-sector procurement processes, budget cycles, RFP timelines, funding environments, and stakeholder decision-making.
- Existing membership or active involvement in state pupil transportation associations or national organizations such as NAPT or NSTA is strongly preferred.
- Strong relationship-building, communication, negotiation, presentation, and stakeholder-management skills.
- High degree of personal integrity, sound judgment, and discretion when representing an organization to public officials.
- Ability to navigate procurement ethics requirements, gift and hospitality policies, and other public-sector compliance considerations appropriately.
- Bachelor's degree preferred, although relevant industry relationships, experience, and demonstrated results may carry greater weight than formal education.
- Comfortable representing the organization in person through frequent conferences, association events, district meetings, dinners, and other professional engagements.
- Targeted base salary range of $150,000–$200,000 for California, with actual compensation varying based on location, skills, and relevant experience.
- Potential additional compensation through bonus, equity, or commissions.
- Medical insurance.
- Dental insurance.
- Vision insurance.
- 401(k) retirement plan.
- Paid holidays.
- Vacation time.
- Wellness benefits and programs.
- Opportunity to influence growth across a major public-sector mobility market.
- High-visibility role centered on strategic relationships with education and transportation leaders.
- Opportunity to contribute to improving the reliability, transparency, and efficiency of student transportation experiences.
