This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Automation Engineer – Level I based in United States.
This role focuses on analyzing legacy state systems and translating complex business rules into clear requirements for a modernized Integrated Eligibility System (IES). You will help uncover, validate, and document rules across existing systems while determining which should be retained or retired. The position combines automation engineering, business analysis, requirements management, and workflow documentation. You will collaborate closely with agency stakeholders, subject matter experts, end users, and vendor teams throughout the modernization effort. Your work will help ensure that critical eligibility, enrollment, and case-management processes are accurately represented in the future-state solution. This is a long-term engagement offering significant involvement in a large-scale technology modernization program.
- Analyze existing state systems and document business and system requirements supporting IES modernization.
- Extract, validate, and quality-check business rules from legacy systems, ensuring comprehensive coverage and usability for business partners and analysts.
- Collaborate with agency stakeholders to determine which legacy business rules should be retained, modified, or retired.
- Document current-state and future-state requirements, processes, and system behavior.
- Develop business analysis deliverables, including process flows, context diagrams, use cases, requirements traceability matrices, UI specifications, user stories, data dictionaries, wireframes, and mockups.
- Elicit requirements from agency staff, local district subject matter experts, end users, and executive stakeholders.
- Conduct peer reviews and contribute to internal quality assurance activities.
- Ensure deliverables remain aligned with business needs, project scope, and established timelines.
- Work collaboratively with state employees and vendor teams throughout the modernization program.
Requirements:
- 3–7 years of experience working as an Automation Engineer.
- 3–7 years of state-government business analysis experience within the human services domain, particularly Eligibility, Enrollment, and Case Management (EECM).
- Demonstrated experience eliciting, analyzing, documenting, and managing requirements across the full software development lifecycle.
- Strong ability to produce business process flows, user stories, data dictionaries, wireframes, and technical or functional specifications for modernized eligibility systems.
- 3–7 years of experience contributing to Integrated Eligibility System modernization programs involving health and human services applications aligned with state and federal standards.
- Experience performing business analysis and workflow automation for eligibility systems.
- Experience supporting project planning, roadmaps, test scenarios, and change requests.
- Familiarity with documenting legacy interfaces for state-supervised and locally administered applications.
- Experience drafting Interface Control Documents (ICDs) and evaluating legacy mainframe interfaces for potential disposition in modernized solutions.
Benefits:
- Salary range of $135,000–$145,000 per year.
- Full-time position.
- 35-month engagement.
- Remote work potentially available for more than 50% and up to 100% of the time, subject to manager approval.
- Fully remote consultants are expected to attend monthly meetings in Albany and major milestone meetings as required.
- Low-level Data Breach and Privacy/Cyber Liability insurance is required for the engagement.
- Automobile Liability, Technology Errors and Omissions, and Crime Insurance are not required.
