Job Description

SUMMARY
This work involves the carrying out of technical engineering tasks in all phases of the Engineering Department operations with primary responsibility for performing design work for construction projects. This position will utilize AutoCAD (current version), ArcMap, and drainage programs to produce base mapping, preliminary plans, stakeout computations, hydraulic and drainage design, and sanitary sewer design. Work is performed under the general supervision of the Town Engineer and direct supervision of the Assistant Town Engineer. Work customarily involves independent decision making on order of tasks and methods used.

Reports to:

Assistant Town Engineer & Town Engineer

Essential Duties and Responsibilities:

  • Prepares preliminary engineering reports and cost estimates for road, bridge, sidewalk, sanitary sewer, storm sewer and other public works construction projects
  • Designs the foregoing types of projects utilizing GIS and AutoCAD (current version) with Carlson modules to prepare mapping for preliminary layout, preliminary design, and final design plans. Prepares bid specifications, conducts title searches, deed research, and coordinates test borings
  • Performs calculations to reduce field notes, develop construction cost estimates, design hydraulic and drainage systems using Carlson Hydrology modules for the evaluation and analysis of pre and post development flows
  • Prepares plot plans and basemaps using AutoCAD with Carlson modules from survey data, field notes, deed descriptions and other data
  • Makes field inspections of subdivisions, site plans, sewer connections, sewer laterals, and construction projects to ensure compliance with industry and Town standards
  • Prepares grant applications
  • Serves as a member of the survey crew when assigned
  • Assists private engineering consultants, contractors, utility companies and the public by responding to inquiries, complaints, performing research, and conveying relevant information
  • Assists Town Engineer and Assistant Town Engineer with application preparation (Wetlands, Zoning, Planning, and Environmental Permits), technical specifications, review of contractor submittals, and coordination with State and Federal agencies (DOT, DEEP, ACOE)
  • Carries out generally routine engineering tasks in all phases of the Engineering Department operations as required.

Knowledge, Skill, Ability and Personal Characteristics

  • Thorough knowledge of the methods and practices involved in the design, construction and inspection of public works projects.
  • Thorough knowledge of civil engineering principles and practices, and reference materials including but not limited to the CT DOT 819 Standard Specifications, CT DOT Highway Design Manual, MUTCD, Roadside Design Guide, and CT Stormwater Quality Manual
  • Thorough knowledge of applicable mathematics, computer software including AutoCAD (current version), ArcMap, ArcGIS Online, Hydraflow Hydrographs, and Hydraflow Storm Sewers
  • Experience and ability to operate survey equipment
  • Ability to establish and maintain effective working relationships with officials, associates, and the public
  • Ability to read, interpret, and design construction plans and specifications and to inspect for compliance with plans and specifications
  • Ability to work under adverse weather conditions
  • Ability to prepare clear and comprehensive reports
  • Ability to attend occasional meetings outside regular business hours

Minimum Qualifications:

  • Bachelor of Science Degree in Civil Engineering from an accredited college or university
  • 2 years’ experience in civil engineering including design, drafting, surveying, construction inspection
  • Knowledge of GIS (ESRI & ArcGIS Online), and Laserfiche preferred
  • Proficiency in MS Office, AutoCAD, Google Suite, Hydraflow Hydrographs and Storm Sewers
  • Possession of a valid Connecticut Driver's License
  • EIT Certificate preferred

Physical Demands:

  • This position does demand that employees be able to lift up to and including 50 pounds of weight
  • Requires good manual dexterity (hand, hand with arm, two hands) and multi-limb coordination
  • Individuals must be able to grasp, walk on uneven ground and have full use of audio and visual senses
  • Additionally, these employees will be exposed to outdoor weather year-round performing their duties
  • Exposure may consist of inclement weather, humidity, heat and possibly severe cold
