Job Description
Supervises and participates in daily building, janitorial, and grounds maintenance operations to ensure safe, efficient, and high-quality delivery of public works services. Responsibilities include maintenance and repair of City facilities, janitorial operations, grounds maintenance, pavilions, gazebos, parks infrastructure, Bigbelly trash cans, exterior public amenities, fire extinguishers, AEDs, holiday decorations, event support operations, contractor coordination, preventive maintenance activities, and emergency response operations.
Organizational Relationships:
- Reports to: Manager/Deputy Director
- Directs: Technicians, Crew Leads, Contractors, Seasonal Employees, and Vendors
This position serves as a working supervisor responsible for overseeing and actively participating in Building and Grounds Maintenance Division operations. Supervisors are expected to work alongside crew members in the field while assigning work, monitoring productivity, supporting operational needs, and ensuring compliance with safety practices and operational standards.
The Building and Grounds Maintenance Supervisor oversees daily operations to ensure work is completed safely, efficiently, and in compliance with City standards. The position also supports coordination with contractors, vendors, utilities, event organizers, and internal DPW divisions while assisting with operational planning, preventive maintenance scheduling, workforce development, and emergency response activities.
Responsibilities also include oversight of janitorial operations to ensure City facilities, restrooms, and public spaces are maintained in a clean, safe, and operational condition.
Essential Tasks
- Supervise and participate in daily building, janitorial, and grounds maintenance activities by assigning work, coordinating staffing coverage, monitoring productivity and attendance, and ensuring timely completion of work orders, preventive maintenance activities, cleaning standards, and service requests
- Inspect City facilities, pavilions, gazebos, Bigbelly trash cans, exterior amenities, parks infrastructure, grounds, restrooms, and completed work to identify maintenance needs, safety concerns, deficiencies, cleanliness issues, and necessary corrective actions
- Inspect, maintain, coordinate servicing, and document fire extinguishers, AEDs, and related life safety equipment to ensure operational readiness and compliance with applicable standards
- Enforce safety procedures and ensure proper use of vehicles, tools, maintenance equipment, ladders, PPE, cleaning supplies, and building maintenance materials
- Operate vehicles, tools, and equipment as needed to support building, janitorial, and grounds maintenance operations and emergency response activities
- Coordinate and participate in setup, breakdown, transportation, maintenance, and storage of equipment, materials, decorations, tents, tables, and infrastructure used for City events, seasonal activities, and holiday displays
- Monitor vehicle, equipment, inventory, maintenance supply, and janitorial supply usage and coordinate preventive maintenance and repairs
- Coordinate and support contractor, vendor, utility, and infrastructure-related work impacting City facilities and grounds maintenance operations
- Respond to resident concerns, operational issues, facility-related complaints, and emergency situations in a timely and professional manner
- Assist with budgeting, purchasing, reporting, operational planning, and maintenance project coordination
- Assist with employee training, mentoring, performance evaluations, and disciplinary processes
- Support snow response, storm response, facility emergencies, special events, and Citywide emergency operations
- Perform other related duties as assigned
- Knowledge of building, janitorial, grounds, and preventive maintenance operations for public facilities and infrastructure
- Knowledge of ADA accessibility requirements and ability to apply accessibility standards to public buildings, restrooms, event spaces, exterior amenities, pathways, and City facilities
- Knowledge of fire extinguisher inspections, AED management practices, facility life safety systems, and related operational compliance requirements
- Knowledge of safe operation of vehicles, tools, maintenance equipment, ladders, and related building systems
- Knowledge of plumbing, electrical, carpentry, HVAC, painting, parks infrastructure, sanitation, seasonal decorations, and event support operations
- Ability to supervise, train, mentor, and evaluate field personnel
- Ability to coordinate operational priorities, emergency response activities, and contractor/vendor support operations
- Ability to communicate effectively with staff, contractors, agencies, vendors, event organizers, and the public
- Ability to establish and maintain effective working relationships
- Ability to prepare reports, maintain records, and utilize maintenance management software and Microsoft Office applications
- Ability to read blueprints, diagrams, maintenance specifications, and contractor proposals
- Ability to perform physically demanding labor in all weather conditions
Education and Experience
- High school diploma or GED required
- Minimum of two (2) years of experience supervising, leading, or coordinating personnel in facilities maintenance, janitorial operations, building maintenance, construction, grounds maintenance, or related operations
- Experience in building maintenance, facilities operations, janitorial operations, construction, grounds maintenance, event support operations, or related operations required
- Bachelor’s degree in Facilities Management, Construction Management, Building Operations, Public Administration, or related field preferred
- Equivalent combinations of education, certifications, and relevant experience may be considered
Licenses and Certifications
- Valid driver’s license issued by any U.S. state or jurisdiction must be maintained at all times with a satisfactory driving record
- Employees assigned to operate heavy equipment or specialized maintenance equipment may be required to obtain or demonstrate competency in such equipment within a specified timeframe
- Building Maintenance Engineer Certification preferred
- HVAC Certification preferred
- Plumbing and Electrical Certifications preferred
- Forklift Certification preferred or required based on assignment
- Aerial Lift / Bucket Truck training preferred
Physical Demands and Working Environment
Work requires operating vehicles, tools, maintenance equipment, and machinery in indoor and outdoor environments and varying weather conditions. Employees may work in and around traffic, buildings, ladders, mechanical systems, debris, noise, dust, chemicals, cleaning products, paints, holiday lighting, decorations, and other environmental hazards associated with public works operations.
This position requires frequent standing, walking, bending, lifting, climbing, and performing manual labor and field supervision activities. Employees must be able to lift and carry:
- Up to 49 pounds independently
- Items over 49 pounds with team lifting or appropriate mechanical assistance
Work may involve exposure to paints, cleaning chemicals, petroleum products, electrical systems, plumbing systems, construction materials, landscaping materials, and other substances commonly associated with building, janitorial, and grounds maintenance operations.
