Director, Business Development Manager - PMO

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Director, Business Development Manager – PMO based in the United States.

This is a senior, growth-driven leadership role focused on expanding Project Management Office (PMO) service offerings into new markets, industries, and client organizations. The position combines strategic business development, consultative selling, and portfolio expansion within complex, enterprise-level environments. You will be responsible for identifying high-value opportunities, shaping go-to-market strategies, and positioning PMO capabilities across infrastructure, utilities, and technology sectors. Acting as a key external-facing leader, you will build and maintain executive relationships while influencing client decisions and long-term partnerships. The role requires frequent travel across the United States and close collaboration with internal PMO leadership to align service delivery with client needs. You will also play a central role in proposal development, market analysis, and competitive positioning to drive sustainable revenue growth. Accountabilities:
  • Drive end-to-end business development initiatives by identifying, pursuing, and securing new PMO opportunities across target industries including infrastructure, utilities, and technology sectors.
  • Develop and execute strategic growth plans in collaboration with leadership to expand PMO service offerings and ensure sustainable, profitable revenue generation.
  • Act as the primary client-facing representative for PMO capabilities, presenting solutions, building executive relationships, and positioning value propositions to senior stakeholders.
  • Lead proposal development efforts including RFI, RFQ, RFP responses, cost estimation, competitive analysis, and business case creation to support new business wins.
  • Analyze market trends and industry dynamics to identify emerging opportunities and maintain competitive positioning within priority sectors.
  • Build and maintain strong relationships with key clients, partners, and industry stakeholders through networking events, conferences, and direct engagement.
  • Collaborate closely with PMO leadership and delivery teams to align client requirements with service execution models and ensure successful outcomes.
  • Contribute to the development of scalable, repeatable business development strategies that support long-term organizational growth and market expansion.
Requirements:
  • Bachelor’s degree in Business Administration, Marketing, Information Technology, or a related field.
  • 5+ years of progressive experience in business development, consulting, or sales within infrastructure, utilities, technology, or related industries.
  • Proven experience leading complex, cross-functional initiatives and driving growth in competitive, high-stakes environments.
  • Strong understanding of PMO services, including project, program, and portfolio management frameworks and tools.
  • Demonstrated success in developing winning proposals (RFI/RFQ/RFP) and securing new business opportunities.
  • Excellent communication, negotiation, presentation, and executive influence skills.
  • Ability to build relationships and influence senior stakeholders without direct authority.
  • Strong analytical and commercial mindset with experience in market analysis and opportunity identification.
  • High adaptability with the ability to manage multiple priorities in fast-paced and deadline-driven environments.
  • Willingness and ability to travel extensively across the United States (75–100%).
