Job Title: Part-Time Non-CDL Operator

Department: Operations

Location: Galveston County

Employment Status: Part-Time, non-exempt

FLSA Status: Non-Exempt

Reports To: Transportation Manager

Budgeted Hours: Up to 28 hours per week. Hours are not guaranteed and are based on operational needs. Variable schedule. May include mornings, afternoons, evenings, split shifts, weekends, holidays, and overtime when authorized.

POSITION SUMMARY

The Part-Time Non-CDL Operator provides safe, reliable, and courteous public transportation services throughout the Gulf Coast Transit District service area. Operators are responsible for safely transporting passengers while maintaining compliance with GCTD policies, state and federal regulations, and all safety requirements. Operators are expected to provide exceptional customer service and represent GCTD professionally at all times.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Safely operate GCTD transit vehicles in accordance with all traffic laws and GCTD policies.
  • Pick up and drop off passengers according to assigned routes and schedules.
  • Assist passengers boarding and exiting vehicles, including individuals with disabilities and mobility devices.
  • Properly operate wheelchair lifts, ramps, and securement equipment.
  • Perform required pre-trip, en-route, and post-trip vehicle inspections.
  • Complete all required inspection forms, mileage logs, manifests, incident reports, and other documentation accurately and timely.
  • Collect and document fares in accordance with GCTD procedures.
  • Immediately report accidents, incidents, passenger injuries, vehicle damage, mechanical issues, or unsafe conditions to dispatch.
  • Notify dispatch of delays exceeding ten (10) minutes or service interruptions.
  • Maintain vehicle cleanliness and report maintenance needs promptly.
  • Maintain effective communication with dispatch and management throughout the workday.
  • Provide professional, courteous, and respectful customer service to passengers, coworkers, vendors, and the public.
  • Attend all required meetings, safety briefings, and mandatory training.
  • Assist dispatch, management, or other departments as assigned.
  • Perform other job-related duties as assigned.
  • REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
  • Ability to safely operate transit vehicles.
  • Excellent customer service skills.
  • Ability to communicate effectively in English, both verbally and in writing.
  • Ability to work independently with minimal supervision.
  • Strong interpersonal and conflict resolution skills.
  • Ability to follow written and verbal instructions.
  • Basic computer skills, including email and web-based applications.
  • Ability to maintain confidentiality and professionalism.
  • Strong organizational and time management skills.
  • Ability to work collaboratively in a team environment.
  • MINIMUM QUALIFICATIONS
  • High school diploma or GED preferred.
  • Valid Texas Driver License with an acceptable driving record.
  • Current DOT Medical Examiner’s Certificate (Medical Card).
  • Minimum automobile liability insurance as required by Texas law.
  • No more than three (3) moving violations within the previous three (3) years.
  • Ability to pass all pre-employment and ongoing background, drug, alcohol, and driving record requirements.
  • PREFERRED QUALIFICATIONS
  • Previous public transportation, shuttle, passenger transportation, or customer service experience.
  • Experience working with elderly individuals or persons with disabilities.
  • CPR and First Aid certification (preferred).
  • WORK SCHEDULE

    This is a part-time position working up to 29 hours per week. Work schedules are based upon operational needs and may include:

  • Early mornings
  • Evenings
  • Split shifts
  • Weekends
  • Holidays
  • Emergency call-ins
  • Temporary schedule changes
  • Hours are not guaranteed and may vary depending on staffing levels and service demands.

    WORKING CONDITIONS

    Work is performed primarily in transit vehicles while operating throughout Brazoria and Galveston Counties. Employees may also perform limited office duties or attend training at various GCTD facilities.

    The position requires working in varying weather conditions, traffic, construction zones, and areas with high passenger activity.

    Employees may be exposed to:

  • PHYSICAL REQUIREMENTS

    The employee must be able to:

  • Sit for extended periods while operating a vehicle.
  • Enter and exit transit vehicles multiple times daily.
  • Bend, stoop, kneel, reach, push, and pull.
  • Lift or move up to 50 pounds.
  • Assist passengers with mobility devices when appropriate.
  • Safely operate wheelchair lifts and securement systems.
  • Maintain visual acuity necessary to safely operate a motor vehicle.
  • Hear and communicate effectively with passengers and dispatch.

  • SPECIAL REQUIREMENTS

    Employees must:

  • Maintain a valid Texas Driver License.
  • Maintain a current DOT Medical Examiner’s Certificate.
  • Successfully complete all required GCTD training.
  • Comply with all GCTD policies and procedures.
  • Comply with all applicable federal, state, and local transportation regulations.
  • Maintain eligibility to operate GCTD vehicles throughout employment.
