Job Description

Job Function:

Responsible supervising the office functions and enforcement of the Florida Building Code, Florida Fire Prevention Code, Florida Statutes, City Ordinance and Land Development Code. Works independently under supervision of the Building Official, following the rules, regulations and procedures set by the State, County, and City.

Essential Duties:

  1. Supervision of the daily office functions of the Building Department.
  2. Supervision of the Permit Technicians as well as review/approval of their timesheets.
  3. Supervision of daily inspection scheduling, prior to assignment for building inspectors, in coordination with the Building Official.
  4. Familiarize and follow the public record requirements for record retention.
  5. Prepare monthly and quarterly reports for federal, state, and city agencies.
  6. Research, compose and prepare correspondences, charts, reports and departmental forms.
  7. Coordinate meetings for the Building Official/Fire Marshal, Inspector or other departmental staff.
  8. Review accounts payable, procurement cards, order office supplies, and materials for the division.
  9. Responsible for content of Building Division web pages on the City’s website.
  10. Responsible for performing emergency preparation, response and recovery functions as assigned.
  11. Oversight of records requests
  12. Training new office staff.
  13. Coordinate schedule of Property Maintenance inspections.
  14. Coordination of permit processing.
  15. Reviews the fee schedule annually, notes changes and updates permitting software and internal documents.
  16. Performs system updates to BS & A Building software in the Building module.
  17. Coordinates with the ISO representative and prepares the submittal for the ISO rating for the City.
  18. Performs related duties as assigned.

Knowledge, Skills, and Abilities:

  • Ability to express one’s self effectively and clearly both verbally and in writing.
  • Acceptable eyesight (with or without corrections).
  • Acceptable hearing (with or with hearing aid).
  • Able to lift and /and or carry weights of five to ten pounds.
  • Sitting most of the time.
  • Walking or standing for periods of time.
  • Able to exert up to five pound of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
  • Must be physically able to operate a variety of office machines and equipment including computer, copier, telephone, calculator, etc.
  • Ability to work some evenings and overtime work as required.
  • Computer literate with the ability to create programs and forms, word processing, data base, and spreadsheet creation and manipulation.
  • Ability to supervise and coordinate office practices and procedures.
  • Ability to meet and deal tactfully with the general public.
  • Ability to work in a fast paced, unsupervised working environment.
  • Ability to get along and deal with co-workers on a daily basis.


Education/Certification:

  • High School graduation or GED required.
  • At least five (5) years of municipal experience. Preferably within a building department.
  • Current International Code Council Certification as a Permit Technician, International Code Council Certification as a Property Maintenance Inspector, and shall obtain International Code Council Certification as a Permit Specialist within six (6) months after hire.
  • Complete the required National Incident Management System (NIMS) training within 6 months of completion of probationary period.
  • Must possess a valid Florida Driver’s License.

  • Multiple-line telephone.
  • City vehicle.
  • Two-way radio.
  • Camera.


Environmental Conditions:
  • Works primarily inside in an office environment supplemented by field visits to various locations within the City outside at various sites with exposure to dirt, dust, fumes, machinery and hazardous materials and occasional meetings outside the City.
