POSITION SUMMARY

The Department of Energy, SLAC Site Office (SSO) is located on-site at the SLAC National Accelerator Laboratory (SLAC) in Menlo Park, California. SSO is responsible for overseeing the operations of the laboratory, which entails monitoring the performance of the Management and Operating (M&O) Contractor and ensuring compliance with contractual obligations. This encompasses a wide spectrum of oversight responsibilities in areas such as business systems, information technology, safety, security, infrastructure, and project management.

ESSENTIAL JOB FUNCTIONS

Work scope includes, but is not limited to, the following:

  • Contract Administration - Contractor employee provides support with non-inherently governmental functions, such as assisting with the preparation of pre- and post-contract documents.
  • Assist Contract Specialist(s) and/or Contracting Officer(s) with various contract administration activities such as, but not limited to:
    1. Processing incoming and outgoing Strategic Partnership Project Agreements (SPP) proposals, Cooperative Research & Development Agreements (CRADA), Interagency Agreements (IA) (Funds-In) and (Funds-Out), SPP under $25K, Inter- Entity Work Order (IWO), Work Authorizations, Subcontracting Consents, and Small Business Reporting.
    2. Coordinating and editing of contractual documents.
    3. Deliverables tracking and filing.
    4. Updating/revising the Management and Operating Contract and/or solicitation as requested by CS/CO.
    5. Maintaining several logs that track incoming SPP, CRADA, IA, IWO, and subcontracts, and updating the annual SPP time processing log.
    6. Maintaining and processing the procurement logs and advance notifications.
  • Provides assistance to the SSO staff in the efficient operation of their personal desktop computers and their personal data assistant (PDA), such as but not limited to:
    1. Expertise in the operation of Microsoft Office products, especially as it relates to technical editor responsibilities.
    2. Expertise in the operation of voice and video equipment.
    3. Expertise in the operation of conference room computer equipment.
  • Contractor employees perform correspondence processing, including technical editing, review, and editing of assigned technical and administrative documents to ensure such documents are accurate, complete, legible, and grammatically correct. Contractor employees perform travel coordination, filing, data entry, records management, meeting coordination, ES&H data management, and other related administrative analyst tasks.
    1. Receive visitors, screen calls, and refer inquiries to the appropriate person.
    2. Establish and/or maintain office files, databases (including control logs), spreadsheets, and tracking systems, including electronic data files consistent with standard file storage/structure methodologies and SSO policies and procedures.
    3. Support management of office filing and records systems on SharePoint. Provide records management and archival support to SSO, as needed, which includes but is not limited to supporting Records Inventory Disposition Schedule (RIDS) activities, including conducting inventories, documentation, and destruction of records. Develop and/or maintain a document management control system to assist SSO with meeting objectives, deliverables, and actions, which includes maintaining reports and metric tools.
    4. Prepare letters, memos, reports, briefings, and graphic presentations as required in proper format based upon SSO staff input and approve DOE Correspondence Guidelines and, in some cases, prepare the first draft of the same. Facsimile receipt and distribution; document reproduction and distribution. Creation and/or maintenance of activity and graphics systems.
    5. Review documents for SSO managers and staff for coordination or concurrence, and for accuracy and conformance with style, format, or procedural requirements and guidelines.
    6. Reading and understanding all information correspondence routed to them and executing correspondence actions assigned.
    7. Develop and/or maintain administrative database systems such as contact lists and shared calendars. SSO management calendar maintenance.
    8. Track, file, and scan official documents and capture all assigned outgoing correspondence.
    9. Provide assistance with preparing meetings, tours, conferences, and ensuring all necessary scheduling and equipment for the telephone, video, or tours are arranged.
    10. Coordinate conference room reservations, arrangements, and setups.
    11. Assist with travel arrangements via the approved government travel agency and/or the CGE application when required.
    12. Monitor the usage of office supplies and determine when and what office supplies need to be ordered.
    13. Responsible for weekly staff meeting minutes and timely distribution.
    14. Responsible for monthly project review meeting minutes and timely distribution.
    15. Administer the SSO time and attendance system.

EDUCATION/TRAINING

  • Bachelor’s Degree from an accredited university in Computer Science, Software Engineering, Business Administration, Management, or another scientific or technical discipline
  • Minimum of 5 (five) years of experience working on similar projects
  • Business Management Professional (BMP) Certification is a plus.

EXPERIENCE

  • Strong written and verbal communication abilities with a professional, polished style
  • Contractor employees shall have advanced working knowledge of commercial off-the-shelf software: i.e., Microsoft Word, Excel, PowerPoint, Access, Exchange/Outlook Mail, SharePoint, and Internet Explorer. Additionally, SSO utilizes Microsoft Visio, Project, and Adobe Acrobat Exchange. Several DOE-developed programs are also utilized, such as the Concurrence Government Edition (CGE) travel system, ePegasus, STRIPES, and ESS/ATTAPS.

  • Strong analytical mindset with advanced problem-solving capabilities, including root cause analysis, process improvement, and strategic decision-making
  • Superior written communication skills with experience developing professional documentation, technical materials, business correspondence, and executive-level reporting
