Position Summary:

The Buyout Administrator/Procurement Specialist will support procurement and construction buyout activities for a large-scale capital project from solicitation through award and purchase order execution.

Essential Duties & Responsibilities:

  • Manage procurement and buyout packages from solicitation through award.

  • Coordinate RFQs, bid evaluations, commercial reviews, and award recommendations.

  • Track procurement schedules, package status, and key award dates.

  • Prepare and administer purchase orders and supporting documentation.

  • Coordinate supplier onboarding, vendor communications, and commercial clarifications.

  • Review commercial terms and ensure compliance with procurement procedures.

  • Maintain procurement records, tracking logs, and status reports.

  • Coordinate with Supply Chain, Contract Administration, Project Controls, and project teams.

  • Support resolution of procurement and commercial issues throughout execution.

Knowledge & Skills Required:

  • Experience in procurement, purchasing, or construction buyout for construction, engineering, EPC, or large capital projects.

  • Experience in semiconductor, data center, pharmaceutical, advanced manufacturing, industrial, infrastructure, or other complex project environments preferred.

  • Knowledge of RFQs, bid evaluations, purchase orders, commercial terms, and supplier management.

  • Ability to manage multiple procurement packages and schedule-driven priorities.

  • Experience with procurement tracking systems such as QuickBase or similar platforms preferred.

  • Strong analytical, organizational, negotiation, and communication skills.

  • Ability to work onsite in Central New York.

The salary range for this full-time role is $75,000.00-$100,000.01 per year. Ranges are determined based on the position, geography, client and industry experience and level, and represent a good faith effort to provide a fair and equitable salary. This range reflects base salary only, and not the total compensation package. Cumming Group reserves the right to pay more or less than the posted range, depending on a candidate’s experience, skills, and qualifications, including client requirements.
