The Bellevue Transportation Department is APWA Accredited with a professional staff that aspires to our vision of “keeping Bellevue moving forward.” With services in planning, operations, review, design, construction, and maintenance, we work with our regional partners to provide a safe multi-modal transportation system for those who live, work, and play in Bellevue.
The Bellevue Transportation Department is currently seeking to fill two Engineering Supervisor positions to lead design teams in Capital Program Services. These positions will perform advanced professional engineering work, project and program management, and will supervise design engineers and/or project managers.

- Oversees work from either the in-house design team or the design management team within the Design Division. This includes providing direct supervision to design staff.
- Develops a plan to deliver assigned design projects. Monitors and reports on project controls such as schedules, budgets, and other performance measures.
- Performs complex engineering work. Act as the Engineer of Record for design work performed by non-licensed engineers. This includes providing technical directions and supervision of the design work.
- Ensures that all engineering and design work meets federal, state, and city standards, codes and requirements.
- Be a team lead and resource for design standards, specifications, cost estimates and quality control.
- Collaborate with other divisions, departments, and outside agencies.
- Selects or provides oversight of design staff in selecting consultants, negotiating consultant agreements, monitoring consultants’ progress and expenditures, providing technical guidance, and reviewing consultants’ deliverables.
- Facilitates, coordinate, and/or direct design staff, in obtaining project permits, and supporting Real Properties in acquiring property rights.
- Coordinates, and/or direct design staff, in providing engineering, and project management support during construction.

Supervision Received and Exercised
- Works under the general supervision of the Engineering Manager.
- Provides direct supervision to a team of engineers and project managers.
Knowledge, Skills, and Abilities
- Knowledge of established civil engineering principles, methods, and techniques related to professional disciplines.
- Knowledge of modern, fundamental scientific and civil engineering concepts, materials and techniques.
- Skills in using a computer, engineering applications, and data management software in performing duties.
- Ability to organize, analyze, interpret, and evaluate civil engineering problems and provide best practice and cost effective solutions.
- Ability to communicate effectively with customers, coworkers, contractors, and the general public, both orally and in writing.
- Ability to plan, organize, and monitor the work and activities of self and direct reports. This includes setting priorities, established schedules, and deadlines.
- Ability to provide participatory and consultative style of leadership. Provides mentorship, motivation, and constructive performance reviews to staff. Commitment to facilitate individual staff career development, and personal growth goals.
Education, Experience, and Other Requirements
- Graduation from an accredited four-year college or university with a degree in civil engineering or other related field.
- Five or more years of progressively responsible related experience in planning, directing, or organizing complex civil engineering projects. Prior supervisory experience is preferred.
- Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
- Washington State Professional Engineering license is required.

Flexible/Hybrid Working:
A hybrid work schedule is available for this position after an orientation period working in the office after hire. Remote work for this position is subject to department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
