The purpose of this position is to apply technology, system architecture, and solution standards to business problems. This position reports to IT but is dedicated to one or two business units to meet the needs of that specific business unit. This position is responsible for planning and aligning technology and systems architecture projects to business goals and objectives which support the enterprise and business strategies. This position must be proficient in many of the technical aspects of their specific business unit responsibilities. This position works closely with the IT teams in order to identify, recommend, develop, implement, and support cost effective technology solutions for all aspects of the business unit.

This is the full journey level class within the Business Systems Analyst series. Employees within this class are distinguished from the (I level) by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from level I, or when filled from the outside, have prior experience.

  • This job carries out day-to-day activities in accordance with Federal, State, and Local laws, rules, and regulations as well as City policies and procedures.

  • This job carries out day-to-day activities in accordance with Council’s adopted priorities and direction.

  • Reporting:
  • This job does not have duties related to reporting to Federal/State/Local agencies.

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)

  • Leads innovative initiatives and researches new technologies; develops public-private partnerships; assists in development and implementation of citywide innovation strategies; collaborates with regional entities; attends technology conferences to stay abreast of new technologies.
  • Researches, tests, and evaluates emerging and disruptive technologies as a solutions architect; makes recommendations on new technology solutions; identifies current trends and emerging capabilities, solutions, and technologies that will provide innovative value.
  • Serves as a technology broker between innovation vendors and internal IT teams to facilitate exploration of vendor products and services for the assigned business units
  • Serves as technical lead, critical resource and subject matter expert (SME) in the discovery, evaluation and selection of innovative technologies (including in procurement); serves as SME on project teams and captures requirements, high-level scope, priority, details, and goals of initiatives.
  • Develops custom solutions utilizing existing tools such as automated document workflows, GIS tools, or other technology to increase efficiencies for the business unit.
  • Evaluates and implements ERP applications and modules.
  • Provides Business Intelligence tools or other SQL reports to the assigned business unit staff.
  • Researches, tests and evaluates Smart City initiatives related to the assigned business unit.
  • Acts as primary support contact for ERP or other critical applications for the assigned business unit.
  • Develops and maintains documentation for new technical procedures implemented for the assigned business unit. Provides regular training for new staff or when technology changes occur.
  • Provides advanced help desk support to the assigned business unit as needed.
  • Provides 24x7x365 emergency support for the IT infrastructure.
  • Provides guidance and training to other members of the team.
  • Other duties as assigned.

MINIMUM REQUIREMENTS

  • Bachelor’s Degree in Computer Science, Management, or Information Systems or a closely related field.
  • 3-5 years of general Information Technology experience
  • 1-3 years of specialized IT experience in one or more of the following areas:
    1. SQL Database Administration
    2. GIS
    3. Business Intelligence
    4. Programming
    5. Application Development/Support
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements.


Public Safety Specific Positions

  • Ability to pass an FBI background check, ACJIS training/testing and a Polygraph



DESIRED EXPERIENCE AND TRAINING

  • 5-7 years of general Information Technology experience
  • 3-5 years of specialized IT experience in one or more of the following areas:
    1. SQL Databases
    2. GIS
    3. Business Intelligence
    4. Programming
    5. Application Development/Support
  • Variety of IT Certifications or training in the following areas:
    1. SQL Databases
    2. GIS
    3. Business Intelligence
    4. Programming
    5. Application Development/Support



OTHER REQUIREMENTS

  • Must possess, or obtain upon employment, a valid Arizona driver’s license.
  • Regular attendance is an essential function of this job to ensure continuity.
