The incumbent in this position upholds confidentiality rules/regulations including HIPAA and 42 CFR Part 2. Services may be delivered in person or via telehealth; services may be delivered in the following locations: office or in the community including settings necessary to deliver addiction counseling services (e.g., PCC, schools, hospitals, jail, courtroom, residences including transitional housing, etc.). The incumbent performs all of the following using a person-centered, strengths-based, recovery-oriented, trauma-informed, culturally sensitive, and ethically guided approach:
EXPERIENCE AND TRAINING
SPECIAL REQUIREMENTS
Knowledge and understanding of general concepts of substance use disorders and mental health issues of persons served dealing with addictions; knowledge of family dynamics and individual and group counseling principles; knowledge of community resources.
Skills and abilities to understand and carry out directions and instructions; maintain confidentiality; interest and skill in providing services to persons with addiction disorders; read and write English; must be willing to work hours conducive to reaching the identified population; establish and maintain cooperative working relationships with persons served, coworkers, and other agencies.
PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; climbs 1 floor of stairs; lifts, pushes, pulls and carries up to 5 lbs.; moves carts weighing up to 10 lbs.; operates a keyboard; speaks with a clear and audible voice; reads a 12-pt. font; hears a normal level of speech; may work in areas exposed to heat, cold, humidity and noise.

Whether it’s providing weekly outreach in the community, responding to local medical establishments for overdose prevention calls, or supporting individuals in one of our many treatment programs; you will have opportunity to utilize your lived experience to help the next individual toward a path of recovery.
GENERAL STATEMENT OF DUTIES
Assist and support persons served in county addiction treatment programs in accessing community health and social services; refer persons served to appropriate resources; advocate to obtain required services as necessary; provide information and education on wellness-related issues.
SUPERVISION RECEIVED
Work under the general direction of a clinical supervisor or designee who assigns work, establishes goals and reviews the results obtained for overall effectiveness.
SUPERVISION EXERCISED
Supervision and lead work are not responsibilities of this classification. If an appointing authority assigns an employee to a full spectrum of lead worker duties, the county shall compensate the employee as described in the Marion County Personnel Rules.GENERAL STATEMENT OF DUTIES

- Builds rapport with persons served. Identifies the needs of persons served and their families; conducts outreach to engage persons who would benefit from addiction treatment services and supports; applies crisis prevention, management, and de-escalation skills. Assists in removing barriers to success; assists in transporting persons served to medical appointments, food pantry sites, shelter assistance, benefits programs, etc.; creates and maintains positive relationships with community partners; advocates on behalf of persons served and in support of resource development.
- Renders mentoring services and supports both in the office and in community settings necessary to deliver addiction counseling services and supports; works within a team; collaborates with coworkers and community partners; assists persons served in accessing the resources they need to recover from substance abuse problems; provides case management and care coordination services; assists in making timely referrals to other professionals, agencies, community programs, or appropriate resources; evaluates outcome of referrals. Builds rapport with persons served. Identifies the needs of persons served and their families; conducts outreach to engage persons who would benefit from addiction treatment services and supports; Timely documents services rendered in a professional, clear, accurate, and complete manner and in accordance with timelines set forth in policy. conducts drug testing to include urine drug screens, oral swabs and breathalyzers; applies crisis prevention, management, and de-escalation skills. Assists in removing barriers to success; assists in transporting persons served to medical appointments, food pantry sites, shelter assistance, benefits programs, etc.; creates and maintains positive relationships with community partners; advocates on behalf of persons served and in support of resource development.
- Other job duties as assigned by your supervisor.
EXPERIENCE AND TRAINING
- High School diploma, or equivalent; AND
- Two (2) years in recovery from substance use dependence.
SPECIAL REQUIREMENTS
- Must possess or obtain within ninety (90) days of hire, a current MHACBO (Mental Health & Addiction Certification Board of Oregon) CRM certification (Certified Recovery Mentor). See MHACBO website for requirements.
Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
- This is a safety sensitive/special needs position. Final candidates selected for this position will be required to pass a pre-employment drug screen, including testing for marijuana. - This is a full-time position, which is eligible for overtime.
- Typical Work Schedule(s): Sunday - Wednesday 9:00 a.m. - 8:00 p.m. with flexibility depending upon the needs of the department and program.
