This role plays a critical part in managing the full lifecycle of subcontracting activities in support of complex U.S. Government programs. You will ensure that sourcing, negotiation, execution, and administration of subcontracts are conducted in compliance with FAR/DFAR regulations, contractual requirements, and internal policies. Working closely with Program Management, Contracts, Procurement, and Finance teams, you will help align subcontracting strategies with mission and operational needs. The position requires strong analytical and negotiation skills to evaluate proposals, manage risk, and secure cost-effective agreements. You will also monitor subcontractor performance and ensure deliverables meet quality, schedule, and compliance standards. This is a highly collaborative role suited for someone who thrives in a regulated, detail-driven environment with meaningful program impact.
- Manage the full subcontract lifecycle, including solicitation, negotiation, award, administration, modification, and closeout of subcontracts supporting U.S. Government and related programs
- Ensure all subcontracting activities comply with FAR/DFAR regulations, prime contract requirements, and internal procurement policies and procedures
- Develop and issue RFPs/RFQs, lead bidder conferences, evaluate proposals, and perform cost and price analyses to ensure fair and reasonable pricing
- Negotiate subcontract terms and conditions, including flow-down clauses, while balancing compliance, risk mitigation, and value optimization
- Monitor subcontractor performance, addressing issues related to delivery, quality, and compliance while ensuring contractual obligations are met
- Partner cross-functionally with internal stakeholders to forecast subcontract needs and align procurement strategies with program requirements
- Maintain accurate, complete, and audit-ready subcontract documentation and support internal and external audits, including CPSR readiness
- Identify, qualify, and develop subcontractor relationships to build a reliable and compliant supplier base
- 3–6 years of experience in subcontracts administration, contracts management, or procurement, with strong exposure to U.S. Government contracting environments
- Deep understanding of FAR and DFAR regulations, including subcontract flow-down requirements and compliance obligations
- Proven experience managing full subcontract lifecycle activities from sourcing through closeout
- Strong negotiation, analytical, and problem-solving skills with the ability to manage complex contractual terms
- Familiarity with government ERP systems such as Costpoint is strongly preferred
- Solid understanding of contract types (FFP, CPFF, CPIF, T&M, etc.) and their application in federal contracting
- Proficiency in Microsoft Excel and Outlook for reporting, analysis, and documentation
- Ability to collaborate effectively across functions including Contracts, Procurement, Finance, and Program Management
- Experience with ITAR/EAR-controlled procurements and foreign subcontracting is a plus
- Professional certifications such as CPSM, CPCM, or CFCM are advantageous
