About This Position
POSITION SUMMARY:
The Assistant Vice President of Leased Housing serves as a senior leader within the department, partnering closely with the Vice President to drive strategic direction, operational excellence, and alignment with agency-wide priorities. This role balances high-level strategic planning with day-to-day leadership of staff and programs to ensure strong performance, compliance, and continuous improvement.
The AVP provides direct oversight of Program Managers and their teams, establishes clear expectations, and holds staff accountable to performance standards. The AVP will also assist the Vice President to guide long-term planning, process improvement, and organizational effectiveness.
ESSENTIAL FUNCTIONS:
- Serve as a strategic partner to the Vice President in setting departmental vision, priorities, and performance goals aligned with WHA’s mission.
- Provide direct supervision and leadership to Program Managers and staff, including coaching, performance management, and accountability.
- Oversee daily operations of the Leased Housing Department to ensure efficiency, compliance, and high-quality service delivery.
- Step in to lead the department in the absence of the Vice President, including decision-making, problem-solving, and external representation.
- Develop, implement, and monitor strategic and operational plans, including monthly, quarterly, and annual performance targets.
- Establish and maintain Standard Operating Procedures (SOPs) to improve consistency, efficiency, and compliance.
- Ensure compliance with all federal, state, and local regulations related to leased housing programs, including HUD requirements.
- Monitor voucher utilization, lease-up rates, and program performance metrics to meet SEMAP and budget goals.
- Analyze rental market trends and ensure compliance with rent reasonableness standards.
- Oversee quality control systems, including regular auditing, error correction, and staff training initiatives.
- Lead staff development efforts, including onboarding, training programs, and ongoing professional development.
- Conduct performance evaluations, including regular performance check-ins and formal reviews.
- Facilitate effective communication within the department through structured meetings and clear expectations.
- Collaborate with internal departments and external stakeholders, including HUD, property owners, and local agencies.
- Oversee financial and operational processes, including HAP payment balancing and reporting.
- Ensure strong customer service standards for tenants, landlords, and partners.
- Support administration of Housing Choice Voucher programs, Project-Based programs, and state programs such as MRVP.
- Prepare and present reports to senior leadership and the Board of Commissioners as needed.

EDUCATION, EXPERIENCE AND SKILLS REQUIRED:
- Bachelor’s degree in business, public administration, finance, or related field required.
- Minimum of 3 years of progressively responsible experience in housing or related field, including supervisory experience.
- Demonstrated ability to lead and manage teams, including developing staff and holding individuals accountable.
- Strong understanding of federal and state housing regulations, including HUD programs.
- Proven ability to think strategically while managing day-to-day operations.
- Strong analytical and problem-solving skills.
- Excellent communication and interpersonal skills.
- Ability to manage multiple priorities and meet deadlines.
- High level of integrity, professionalism, and accountability.
