IDEAL CANDIDATE:

The City of National City seeks a seasoned, collaborative, and strategically minded finance professional who brings both technical excellence and strong public-sector leadership. The ideal candidate is a trusted advisor to the City Manager capable of balancing fiscal stewardship, transparency and service delivery in a dynamic municipal environment. This leader will be a hands-on leader, who can manage complex financial operations while also elevating the City's long term financial strategy, internal controls, and organizational credibility.
ABOUT THE POSITION:

Under general administrative direction of the City Manager, to plan, develop, organize, and direct the investments, financial accounting, central collections, and business license activities of the City; coordinate the development, preparation, and administration of the City budget; develop plans, goals, and objectives to improve departmental services; advise the City Manager in financial matters and activities supervised; serve as the primary City authority on financial matters; participate as a member of the City’s management team in the consideration of general City policies, programs, and concerns; oversee and coordinate the City’s data processing functions; and perform related work as required.

The following duties and responsibilities are representative of those typically performed by positions assigned to this classification. Any single position may not perform all of these duties and/or may perform similar related tasks not listed here.
  • Supervises the disbursement of funds and establishes controls to ensure budget appropriations are not exceeded

  • Directs the collection of City taxes, assessments, fees, revenues, and all other monies received

  • Develops and implements City investment policies, procedures, and strategies

  • Conducts complex studies and forecasts to develop the City-wide budget in coordination with the City Manager

  • Establishes, reviews, and maintains financial procedures, methods, accounts, and internal controls

  • Supervises the receipt, deposit, investment, and disbursement of all City funds and related records

  • Develops departmental goals and objectives and implements processes to achieve them

  • Plans, organizes, and maintains control accounting systems, including:

    • Pre-audit and internal audit functions

    • Posting of expenditures and revenues

    • Fiscal and capital budgeting

    • Improvement bond administration

    • Payroll, investments, assessments, and bond indebtedness

  • Prepares or supervises the preparation of financial statements and reports on City financial affairs

  • Directs the preparation of revenue, expenditure, debt, cost, and related financial statements

  • Advises and makes presentations to the City Manager, City Council, and department directors on financial matters

  • Coordinates the City’s data processing functions, including acquisition of new equipment and system modifications

  • Recommends amendments and revisions to license codes

  • Plans audits of departments and units handling cash and maintaining subsidiary accounting records

  • Prepares and administers the department operating budget

  • Represents the department in interactions with public and private agencies

  • Performs other duties as assigned



KNOWLEDGE AND SKILLS IN: Theories, principles, and practices of finance administration and management; considerable knowledge of the laws and court decisions which relate to finance administration and management; working knowledge of the dynamics of City government and general problems faced; and knowledge of and ability to operate computers and computer programs.

ABILITY TO: Plan, organize, and direct a variety of administrative activities, including finance, personnel, and management information services; develop comprehensive plans to satisfy future needs for departmental services; demonstrate supervisory and administrative ability; deal effectively with the general public, City departments and officials, and county, state, and federal government; and private agencies in coordinating activities and resolving problems.

Expected qualifications include any combination of education, training, and experience that demonstrates the required knowledge, skills, and leadership capabilities. A typical path could include:

Training: A bachelor’s degree in accounting, finance, public or business administration, or related field with a specialty in finance from an accredited college or university.

A master’s degree in public or business administration with an emphasis on municipal finance administration and certification as a public accountant are desirable.

Experience: Recent extensive administrative experience with centralized government finance management involving computerized accounting systems is required.
