About This Position
Reports to the Chief Financial Officer of Beacon Health System (BHS). Directs, plans and organizes the activities of the Information Systems function. Provides direction to the Information Systems area and maintains responsibility for creating the processes and structure necessary to manage the organization's current information systems activities and address future needs. Assesses customer needs and ensures that the Information Systems processes and systems integrate effectively with other systems to meet these needs. Maintains a strong customer service focus.

Directs the overall management of the Information Systems function (from both an operational and financial standpoint) by:
- Directing the development and preparation of short-term and long-range plans and budgets based on broad BHS goals and objectives. Also participating in the strategic planning process and the development of System-wide goals and objectives.
- Providing direction to the Information Systems function and defining and structuring the Information Systems area in a way that best supports the goals and objectives of the organization.
- Developing and implementing procedures to promote and facilitate the flow of information. Also directing the design of hardware and software systems to assist in the smooth and efficient flow of information.
- Regularly and systematically evaluating the overall results of Information Systems operations and reporting these results to the CEO. Also providing feedback to the President on relevant issues.
- Developing a plan which identifies critical issues and ensures their resolution in a timely manner.
- Providing leadership and guidance to the staff related to the development of innovative methodologies to improve operations and deliver cost-effective performance.
- Conducting regular departmental customer service-related audits (and, if necessary, surveys) to ensure conformance with customers' specifications and needs. Also ensuring that the department is in sync with the needs of its users.
- Developing and analyzing key quality indicators (and other quantifiable measurement tools) to track the operational results of Information Systems Department activities.
- Supporting the organization's quality improvement activities and routinely ensuring that all Information Systems associates are focused on customer needs and requirements.
- Directing the development of department plans, goals and budgets which are consistent with the strategic plan and overall budget.
- Maintaining and managing all aspects of the department budget efficiently and within prescribed limits in order to maximize Beacon Health System's resources. Also reviewing the periodic budget-related status reports which are provided by the management staff.
- Establishing and maintaining a plan that ensures there is ongoing development of the management staff; also establishing a plan for effective management succession.
- Ensuring that all management staff maintains a focus on the recruitment, selection, development and retention of the key staff needed to provide cost-effective, customer-focused information services to users throughout the organization.
- Directing all activities and operations within the Information Systems function so they meet the requirements of TJC (and all other applicable regulatory guidelines) and all applicable local, state and federal regulations.
Ensuring that all Information Services efforts and resources support and enhance key organization-wide processes by:
- Maintaining a commitment to exemplary customer service. Also ensuring that there is an ongoing focus on the customer and their needs and what actions need to be taken in order to meet those needs.
- Soliciting input, on a regular basis, from end-user departments.
- As necessary, improving the effectiveness and efficiency of delivery systems so they are more responsive to customer needs.
- Facilitating the implementation of a best practice type approach to all practices and procedures.
- Monitoring progress against established departmental and organizational goals throughout the year.
- Interacting effectively with BHS leaders to support the accomplishment of important outcomes.
- Ensuring solid and pro-active working relationships with internal staff and key outside contacts.
Performs other functions to maintain personal competence and contribute to the overall effectiveness of the department by:
- Researching, recommending and implementing new processes and technology to improve the quality of services provided.
- Completing other job-related assignments and special projects as directed.
Associate complies with the following organizational requirements:
- Attends and participates in department meetings and is accountable for all information shared.
- Completes mandatory education, annual competencies and department specific education within established timeframes.
- Completes annual employee health requirements within established timeframes.
- Maintains license/certification, registration in good standing throughout fiscal year.
- Direct patient care providers are required to maintain current BCLS (CPR) and other certifications as required by position/department.
- Consistently utilizes appropriate universal precautions, protective equipment, and ergonomic techniques to protect patient and self.
- Adheres to regulatory agency requirements, survey process and compliance.
- Complies with established organization and department policies.
- Available to work overtime in addition to working additional or other shifts and schedules when required.

- The knowledge, skills and abilities as indicated below are normally acquired through the successful completion of a Master's degree in business or a related field. A minimum of seven to ten years of success management/executive experience in a directly-related area is required. Requires the business acumen which is often the result of broad-based experience at the management or executive level.
Knowledge & Skills
- Requires high-level management experience with advanced knowledge of general business operations.
- Requires well-developed knowledge of information systems management (at both the administrative and technical level).
- Requires well-developed knowledge of the healthcare industry and the broad range of hospital, physician practice, managed care and other health system services information processing needs.
- Demonstrates the high-level administrative skills needed to plan, direct and control the various aspects of a large, multi-faceted department or functional area and successfully manage complex projects.
- Demonstrates the high-level analytical skills necessary to interpret financial reports, develop strategic plans, prepare realistic budgets and monitor progress against established goals.
- Requires a strong customer service focus and commitment to customer satisfaction.
- Demonstrates the substantial interpersonal and communication skills necessary to interact effectively (and develop pro-active working relationships) with BHS executives and other management.
- Demonstrates successful experience in organizing, coordinating and/or leading a multi-faceted department or functional area.
- Demonstrates knowledge of TJC (and other applicable regulatory agencies as applicable) requirements.
