Job Description for Benefits and Leave Administrator

The Benefits and Leave Administrator is responsible for managing and administering NY CREATES employee benefits programs, including health, dental, vision, life, and retirement plans, as well as overseeing leave of absence policies. This included FMLA, NYS PFL, Paid Parental Leave, Workers Compensation, Personal Leaves, and more. This role requires a thorough understanding of benefits administration, compliance with applicable laws, and excellent communication skills to assist employees with their benefits and leave-related inquiries. The Benefits and Leave Administrator will also work closely with the HR team to ensure all processes are efficient, accurate, and aligned with the organization's objectives.

This position will communicate with administrators and employees at all of NY CREATES operating locations on all benefit related updates or changes, provide customer service to all staff on benefit related transactions, work with supervisors to implement more efficient processes for benefit and leave administration and constantly be evaluating areas for process improvement.

Job responsibilities include, but are not limited to:

  • Oversee and assist with providing employees with all relevant information regarding eligibility requirements, enrollment deadlines and qualifying event changes.
  • Responsible for processing enrollments in various systems (for all benefits programs including health insurance, vision care, dental plan, Rx coverage, retirement plans, disability programs, flexible spending programs, and any other benefits that might be offered.
  • Responsible for the timely review of benefits reports to detect and resolve any discrepancies. Applies RF benefits policies and procedures, plan documents, contracts, government regulations (i.e. HIPAA, COBRA, ACA, ADA etc.) when assisting employees and responding to their inquiries.
  • Oversee and assist with coordinate leaves (including FMLA, disability, NYS PFL, RF Paid Parental Leave, worker's compensation, childcare and personal leaves), as well as LOA requests.
  • Provide applicable leave paperwork to employees specific to their leave request.
  • Ensure compliance with applicable state and federal laws such as HIPAA, FMLA, NYS Disability, Workers' Compensation, and ADA and maintain log of approved leaves.
  • Collect and file accident reports with RFs worker's compensation carrier in a timely manner, review, and follow-up on claims, and maintain OSHA logs.
  • Track requests for reasonable accommodations and review with supervisors.
  • Apply policies and procedures based on best practices, changes in laws, regulations, and policies.
  • Complete bi-weekly timesheets and exception reports for all employees out on approved leave in a timely manner.
  • Ensure all leave forms are up to date for processing.
  • Forms must be submitted to payroll on a regular basis to ensure employees are paid accurately.
  • Assist with other various benefit programs like tuition reimbursement, Virgin Pulse, Flu Shot Clinics, Wellness Fairs, Etc.
  • Enhance job satisfaction by resolving issue promptly, know when to involve upper management and ensure compliance regulations are met.
  • Other reasonable duties as assigned.

Job Requirements:

Minimum Requirements for Benefits and Leave Administrator

  • Associate degree in human resources management, Communication, or a related field from a college or university accredited by US Department of Education or internationally recognized accrediting organization or equivalent experience.
  • Candidate must have a minimum of two years of employee benefits and medical leave experience; demonstrated knowledge of the principles and practices of personnel administration; demonstrated proficiency using Microsoft Office; excellent oral and written communication skills.

This position is contingent on the satisfactory completion of a background check; this position may require annual background checks.

PREFERRED REQUIREMENTS for Benefits and Leave Administrator

  • Bachelor's degree in human resources management or a related field from a college or university accredited by US Department of Education or internationally recognized accrediting organization or equivalent experience.
  • Proficiency with Oracle software application. Knowledge of NYS PFL and FMLA is required.

*Posted salary ranges are determined upon experience and education.
