About This Position
The Coordinator of Diversion Programs coordinates programs that serve justice-involved individuals and promotes a range of productive and rehabilitative options for use by the criminal justice system. The Coordinator directly provides case management to a subset of program participants. The Coordinator provides logistical and staff support to the General Government Director and the County Criminal Justice Coordinating Council (CJCC). The role maintains communication and ongoing proactive working relationships with stakeholders in the community, CJCC partners, and the CJCC Board. In collaboration with the General Government Director and the CJCC Case Manager(s), this position collects and analyzes data from criminal justice agencies for the purpose of identifying programmatic changes that enhance the efficiency and effectiveness of the County’s diversion programs. The Coordinator understands and can implement best practices in diversion programs.
This position carries a case load and therefore has significant contact with program participants. The position also interacts with stakeholders in a wide variety of service systems and agencies. This position requires excellent communication skills and leadership. The duties below represent the typical duties and responsibilities assigned to this position but may not be inclusive of all tasks performed.
- Case Management
- Knowledge of and adherence to federal law, state statute, and county policy applicable to diversion programs, especially those related to substance use, mental health, treatment, and recovery
- Understanding of the criminal justice system and how referrals are made to diversion programs
- Understanding of appropriate assessments related to severity of risk of drug use and recidivism and ability to administer these
- Knowledge and practical application of case management best practices for justice-involved individuals
- Ability to work in a multi-disciplinary collaborative team environment
- Coordination of CJCC diversion program initiatives
- Recommend changes and improvements to criminal justice practices & procedures
- Obtain and analyze data useful for decision-making
- Develop and implement program performance measures and evaluation standards
- Collect and report data
- Assist with the support of CJCC committees
- Coordinate CJCC fiscal operations
- Oversee recordkeeping procedures
- Assist with annual budget preparation and monitoring of budget
- Identify funding sources, assist with the writing of grant applications and the management of grants
- Complete mandatory reporting requirements
- Monitor compliance with contracts
- Support Case Management
- Assist with the administration of assessments (COMPAS)
- Promote adequate flow of referrals
- Support case managers as necessary to ensure functioning of programs and success of participants
- Assist with load-balancing of work effort across the CJCC team

- Knowledge of criminal justice systems, public administration, and county government as well as basic principles of restorative justice.

Required Education/Experience:
- Minimum five (5) years' experience working in the criminal justice system, in public administration, or human services field; and
- Knowledge and practical experience with diversion programs; and
- Knowledge of best practices in case management of justice-involved individuals; and
- Equivalent combination of education/experience meeting the minimum level of knowledge required to meet the expectations for the position.
Preferred Education/Experience:
- Bachelor’s Degree from an accredited college or university in public administration, criminal justice or closely related field; and,
- Experience in researching, writing and administration of grants; and
- Skill in data collection and analysis, with the ability to develop and effectively present information clearly and in a compelling manner
Licensure/Certification: Must have valid driver’s license and ability to travel regularly. Must satisfactorily pass and maintain clearance in criminal and caregiver background check.

Minimum Skills Assessment Requirements: Skills and abilities may be evaluated through various standardized pre-employment assessment tools.
Work Environment: Work is sedentary in nature performed within the Justice Center or satellite offices/other campus locations. Lifting requirement is 15 - 20 pounds on an occasional basis. Wrist and finger manipulation due to filing, compiling, calculating, or computer work. Equipment used may include, but is not limited to: computer, various other technology media, scanner, printer, calculator, telephone, copy and fax machine. Additional physical/mental requirements that occur may not be listed above, but are inherent in performing the position's essential functions
