Job Description
Property Maintenance Code Enforcement Officer (Full-Time)
Department: Licensing & Inspections/Code Enforcement
Reports To: Licensing & Inspection Director
Employment Status: Full-Time
Hourly Rate: $28.00 per hour
Position Summary
The Property Maintenance Code Enforcement Officer is responsible for administering and enforcing the Borough's Property Maintenance Code, applicable municipal ordinances, and adopted building and zoning regulations related to property maintenance. The employee performs inspections of residential and vacant properties to identify violations, educate property owners, and ensure compliance with Borough ordinances to protect the health, safety, and welfare of the community.

Essential Duties and Responsibilities
The duties listed below are representative of the position but are not intended to be all-inclusive.
• Conduct routine and complaint-based inspections of residential, commercial, industrial, and vacant properties.
• Enforce the International Property Maintenance Code (IPMC), Borough Property Maintenance Ordinances, nuisance ordinances, vegetation regulations, and other applicable municipal codes.
• Investigate complaints regarding unsafe structures, high grass and weeds, abandoned vehicles, trash accumulation, exterior property maintenance, and other nuisance conditions.
• Issue notices of violation, citations, warnings, and compliance orders in accordance with Borough ordinances and applicable laws.
• Prepare inspection reports, photographs, correspondence, and maintain accurate records of enforcement activities.
• Re-inspect properties to verify compliance with corrective actions.
• Coordinate enforcement efforts with the Borough Manager, Police Department, Public Works Department, Fire Marshal, Building Code Official, Solicitor, and other agencies as necessary.
• Attend District Court hearings and provide testimony regarding code enforcement cases.
• Assist residents, contractors, landlords, tenants, businesses, and property owners by explaining applicable codes and compliance requirements.
• Maintain electronic and paper records utilizing municipal software and office technology.
• Prepare monthly and annual reports detailing inspections, violations, compliance rates, citations, and enforcement activities.
• Recommend revisions to property maintenance ordinances and enforcement procedures.
• Respond to emergency property maintenance situations as directed.
• Perform other related duties as assigned.

Minimum Qualifications
• High School Diploma or GED required.
• Experience in code enforcement, inspections, construction, property management, or a related field preferred.
• Valid Pennsylvania Driver's License with an acceptable driving record.
• Ability to complete at least one (1) certification class annually pertaining to code enforcement duties and responsibilities to obtain certification as a Pennsylvania Certified Property Maintenance Code Official (or ICC Property Maintenance and Housing Inspector Certification) if not already certified.
