The Real Property Training, Workforce Development, and Organizational Change Management Subject Matter Expert provides strategic workforce development, organizational change management, training, and knowledge management support to Commander, Navy Installations Command (CNIC). The position supports workforce transformation initiatives across the CNIC Real Property community by developing enterprise training programs, implementing organizational change strategies, improving workforce readiness, and supporting policy execution.
The SME serves as a trusted advisor to Government leadership by developing workforce development strategies, facilitating stakeholder engagement, implementing communication plans, improving business processes, and supporting organizational transitions. The position works across multiple echelons to ensure personnel are prepared to execute evolving mission requirements while maintaining compliance with Department of the Navy policies, procedures, and performance objectives.
The successful candidate will leverage extensive experience in Department of Defense Real Property operations, audit readiness, workforce development, instructional design, knowledge management, and organizational communications to improve workforce capability, organizational effectiveness, and mission execution.
- Minimum 6 years of experience supporting Department of Defense, Department of the Navy, or other Federal agencies in workforce development, training, organizational management, Real Property, or related mission areas.
- Demonstrated experience designing and delivering enterprise training programs.
- Experience supporting organizational change management initiatives.
- Experience developing instructional materials, knowledge management products, and workforce documentation.
- Strong understanding of adult learning principles and instructional design methodologies.
- Experience facilitating workshops, meetings, and stakeholder engagement activities.
- Demonstrated experience developing policies, SOPs, guidance documents, and communication products.
- Excellent written and verbal communication skills with experience briefing senior leadership.
- Experience supporting cross-functional teams in complex organizational environments.
- Proficiency with Microsoft Office Suite, SharePoint, Microsoft Teams, Power BI, and collaboration platforms.
- Active Secret Clearance or ability to obtain and maintain one.
- Experience supporting Navy, NAVFAC, CNIC, Army IMCOM, or other DoD Real Property organizations.
- Experience supporting Real Property audit readiness initiatives and internal control programs.
- Experience with workforce planning, organizational development, and process improvement initiatives.
- Experience developing enterprise knowledge management systems and digital learning platforms.
- Familiarity with DoD Real Property lifecycle processes and applicable policies.
- Experience supporting organizational communications during enterprise transformation initiatives.
- Experience developing workforce performance metrics and reporting dashboards.
- Experience facilitating virtual and in-person training for geographically dispersed organizations.
- Knowledge of change management frameworks and implementation methodologies.
- Experience supporting Communities of Practice and enterprise collaboration initiatives.
