Job Description
The Horseracing Integrity and Safety Act (HISA), now called the Authority, has mandated that horseracing will be under Federal Regulations and no longer individual State Racing Commissions including New York. HISA mandates cannot be bypassed. It is Federal law. Compliance with HISA requirements that the New York Drug Testing and Research Program be expanded in terms of technology and personnel. Under the direction of the Laboratory Manager, this position is responsible for the operation of laboratory instrumentation, ensuring compliance with laboratory protocols, effectively implementing NYS Gaming Commission rules and other contractual services. Ensuring accurate and complete documentation of samples and results. Assist in preparing results to be presented at hearings and/or legal proceedings, effectively operating and maintaining equipment and maintaining a clean, safe and secure laboratory environment.
ESSENTIAL FUNCTIONS- Manage the Quality System required by ISO/IEC 17025, A2LA, RMTC and AORC for Accreditation mandates
- Prepare and maintain the Laboratory Quality Manual to keep amendments and revisions current
- Coordinate external audits A2LA
- Perform internal audits of the Laboratory functions
- Monitor control charts, measurement of uncertainty and SOP’s
- Perform in-house calibrations of pipettes, thermometers, and centrifuges
- Coordinate external calibrations by vendors
- Prepare required yearly management reviews meetings
- Collect and maintain analytical instrumentation records
- Responsibility and authority to ensure compliance with the Management System
- Focus on quality assurance and quality control activities
- Remain independent as much as possible from routine analytical activities
- Monitors lab compliance to ISO 17025 through system audits and method/procedure audits. Reports in detail to A2LA on behalf of the NYDTRP
- Coordinates participation in proficiency programs to maintain accreditation
- Understands how data is generated to assess its validity
- The preparation of the QA manual control and supervision of all amendments and revisions
- Perform all internal audits on behalf of the company’s management
- Monitor the disposition of all issued nonconformance reports
- Monitor the progress and effectiveness of the project quality management system and generates report for lab director
- Monitor statistical method reporting
- Operation of analytical instrumentation including LC, LC/MC, LC/MS(n), LC/MS/MS
- Conducts analytical methodologies for the detection of drugs, metabolites, and other chemicals as required by contractual obligations
- Determine non-compliant samples and transmit re-work orders through the lab manager
- Develop and modify techniques to improve the detection of regulated substances
- Prepare data packets for presentation and hearings and/or legal proceedings
Bachelor’s Degree in Chemistry or related field, with at least 2 years of progressive related work experience. Excellent interpersonal, organizational, communication skills, and the ability to work independently with strong attention to detail. Demonstrate leadership qualities, Prior instrumentation, and advances computer experience.
PHYSICAL CONDITIONS AND DEMANDSGeneral office conditions, ability to hear with a high level of background noise, ability to access and operate office equipment at various levels. Close concentration and manual dexterity.
