ALL4 is looking for a Habitat Restoration Specialist for our San Juan Capistrano, CA office. This individual will assist in identification of mitigation for projects, assist the regulatory team in preparation and processing of the Habitat Mitigation and Monitoring Plans (HMMPs), assist with compliance with the California Department of Fish and Wildlife Habitat Management Lands Acquisition (HMLA) documentation and processing, coordinate contract grow contracts with native habitat nurseries, and oversee restoration in the field by landscape contractors, including approval of plant materials as they arrive on-site. The Habitat Restoration Specialist is responsible for and oversees staff biologists providing five-year monitoring and reporting as well as final success sign-off with the resource agencies. This individual manages staff, coordinates with clients, regulators, landscape contractors, and nurseries, and oversees projects to be completed both on time and within budget. The Habitat Restoration Specialist has demonstrated success with mitigation sites, excellent follow-through and project management skills; and the ability to collaborate effectively with multidisciplinary teams, clients, and agency representatives. Additional skills beneficial to the role, but not required, include landscape design; regulatory permit preparation and processing; Biological Technical Report and associated document preparation and processing; sensitive species focus survey experience; and CEQA/NEPA experience. To perform this role, the Habitat Restoration Specialist must reside in Southern California, or be willing to relocate.
Requirements:Permitting & Regulatory Compliance
- Identify mitigation options for both wetlands as well as coastal sage scrub and other sensitive plants.
- Identify and coordinate with third party conservation entities for long-term management and conservation easement compliance.
- Stay informed of mitigation bank opportunities.
- Provide mitigation information for inclusion in project permit applications prepared by regulatory staff.
- Prepare and process HMMPs.
Agency Coordination
- Serves as the primary point of contact with regulatory agencies, including Regional Water Quality Control Boards (RWQCB); California Department of Fish and Wildlife (CDFW); U.S. Army Corps of Engineers (USACE); and U.S. Fish and Wildlife Service (USFWS) for mitigation site approval, adaptive management if necessary and sign-off.
- Establish and maintain relationships with regulatory organizations and provide interpretation, review, and strategic analysis of federal, state, and local environmental regulations and trends related to restoration.
- Complete mitigation annual reports and assessments. California Rapid Assessment Methodology training a plus.
- Track mitigation status, ensure timely submittals, and maintain compliance with HMMP requirements.
Technical Documentation
- Prepare and/or contribution to the preparation of high-quality technical reports including Habitat Mitigation Monitoring Plans (HMMPs), Long Term Management Plans (LTMPs), and Conservation Easements (CEs); and Compensatory Mitigation Plans.
- Implement and monitor project procedures to ensure the quality of project deliverables and attainment of contractual agreements.
- Ensure compliance of projects with ALL4 quality assurance guidelines.
- Manage health and safety component of project fieldwork (e.g., development of onsite health and safety plan).
Project Management
- Plan, manage, and execute all relevant project tasks, including developing project proposals and plans to determine time frame, budget, allotment of resources, and procedures for executing and completing multiple projects across industries, while serving as clients’ primary point of contact.
- Prepare and execute high-level technical and consulting work and direct others on how to do the same.
- Monitor and control project activities to achieve project milestones and financial performance objectives.
- Effectively and proactively communicate project information to the team.
- Conduct regular meetings with the project team on status of work.
- Cultivate and lead projects already under contract and expand business with existing clients.
- Manage annual client revenues as collaboratively determined by the leadership team.
- Prioritize client engagement through routine and repeating outreach, in-person connection, and intentional sharing of ALL4 services and capabilities.
- Meet ALL4 profitability targets and personal utilization targets.
- Review client invoices consistent with established schedule and ensure project opening and closing documentation is completed consistent with established schedule.
- Exhibit ALL4’s core values in all transactions (internally and externally) and mentor junior technical staff.
- Potentially coordinate staff.
- Demonstrate a high level of professionalism regarding confidential and sensitive issues.
- Perform other related duties as assigned by management.
Client Support & Business Development
- Provide strategic regulatory guidance to clients throughout project planning and execution.
- Support proposal development, including scope of work and cost estimates for permitting services.
- Maintain strong client relationships and contribute to repeat business opportunities.
QUALIFICATIONS
- Environmental/science degree (i.e., Biology, Ecology, Landscape Architecture, Environmental Planning) and collective experiences equivalent to 5-30 years of habitat restoration experience.
- Must live in Southern California or be willing to relocate.

SALARY RANGE
The salary range for this role falls in the $95,000 - $190,000/yr. range at the time of posting. Factors taken into consideration when determining actual compensation include, but are not limited to, education, years of experience, skill set, location, and business or organizational needs.
