Position Summary

The Carrier Program Specialist supports the administration, compliance, onboarding, and ongoing management of the organization’s Contract Carrier network. This position serves as a key resource throughout the carrier lifecycle, helping ensure Contract Carriers meet company, customer, insurance, background screening, and applicable regulatory requirements.

The Carrier Program Specialist is responsible for maintaining accurate carrier records, monitoring compliance requirements and expirations, coordinating renewals, supporting onboarding and offboarding activities, and proactively communicating with carriers and internal business partners to resolve compliance-related issues.

Essential Functions

  • Carrier Onboarding & Program Administration
  • Coordinate and administer Contract Carrier onboarding from initial submission through activation.
  • Review carrier documentation to ensure all required information is complete, accurate, and compliant before activation.
  • Maintain Contract Carrier profiles, records, agreements, and supporting documentation within applicable company systems.
  • Support Contract Carrier changes, renewals, status updates, and terminations.
  • Partner with Carrier Recruiting, Operations, Safety, and other departments to ensure a smooth transition from recruiting through onboarding and activation.
  • Serve as a point of contact for Contract Carriers regarding program requirements, documentation, and compliance-related questions.

Carrier Compliance

  • Monitor Contract Carrier compliance with company policies, contractual requirements, customer requirements, and applicable DOT regulations.
  • Administer and monitor consumer reports, background screening requirements, motor vehicle records, and other required compliance documentation.
  • Monitor carrier insurance coverage and ensure requirements established under the applicable Delivery Carrier Contract Agreement (DCCA) are maintained.
  • Track insurance certificates, licenses, agreements, background requirements, and other time-sensitive carrier documentation.
  • Proactively identify upcoming expirations and communicate with Contract Carriers and Operations leadership to obtain updated documentation before expiration.
  • Review compliance reports and follow up on missing, expired, incomplete, or non-compliant documentation.
  • Escalate unresolved or high-risk compliance matters to the Carrier Relations Manager or appropriate leadership.
  • Assist with internal and external audits by gathering documentation and validating carrier compliance records.
  • Maintain accurate and organized records to support audit readiness and reporting requirements.

Carrier Renewals & Ongoing Program Support

  • Coordinate Contract Carrier agreement expirations and renewals.
  • Track renewal requirements and ensure documentation is completed within established timelines.
  • Communicate program requirements, deadlines, and outstanding items to Contract Carriers.
  • Partner with Operations and other stakeholders to address carrier compliance issues that could impact carrier eligibility or operational status.
  • Assist with carrier program reporting, tracking, and data analysis.
  • Identify recurring compliance issues and recommend opportunities to improve processes, communication, and carrier experience.
  • Support special projects and carrier program initiatives as assigned.

  • Maintain confidentiality of carrier, business, and consumer information.
  • Follow established company policies, procedures, and compliance standards.

  • Ability to enter, maintain, locate, manipulate, review, and analyze information across multiple systems and data sources.
  • Ability to read and interpret contracts, policies, procedures, safety requirements, operating instructions, and regulatory documentation.
