IREX seeks a Senior Technical Advisor II to support donor-funded programs around digital transformation and information landscapes and contribute to partner support, technical assistance, implementation follow-up, MEL, and new program start-up and business development efforts.

Job Summary

The Senior Technical Advisor II will provide hands-on technical and coordination support for assigned programming. This role will help strengthen participating organizations, coordinate technical assistance and partner deliverables, contribute to reporting and learning, and support risk-aware adaptation of program activities. The position will also contribute to the start-up of new program activities and proposal development as needed.

What You’ll Do

• Program Operations & Implementation: Support day-to-day implementation across assigned program workstreams, including partner follow-up, consultant coordination, activity tracking, and continuity of operations. Help translate program plans into timely action while identifying issues that require escalation or adjustment.
• Technical Assistance & Partner Support: Coordinate and support technical assistance activities for participating organizations, including planning, institutional strengthening, GenAI policy, business management support, security-related support, and documentation of results.
• Grants, Rapid Response & Compliance Support: Support partner deliverables and grant-related processes, including intake, completeness checks, technical verification, RFA and scoring materials, committee documentation, and inputs for award or modification decisions. Support Rapid Response Fund processes, including eligibility screening, documentation, and follow-up on safety, security, and risk mitigation needs.
• MEL, Reporting & Adaptive Management: Contribute to monitoring, evaluation, learning, and reporting by collecting implementation evidence, updating tools and databases, preparing quarterly reporting inputs, documenting lessons learned, and recommending practical adjustments based on partner feedback and contextual analysis.
• Growth & New Business Support: Contribute to the start-up of new program activities and proposal development as required, including drafting or reviewing inputs, gathering evidence, supporting partner outreach, and helping position program learning for future opportunities.

Skills & Experience

• Progressive experience supporting complex donor-funded programs, technical assistance, institutional strengthening, partner engagement, and implementation coordination in Latin America.
• Demonstrated ability to coordinate across partners, consultants, and internal teams while tracking deliverables, documenting results, and escalating risks appropriately.
• Experience supporting MEL, reporting, adaptive management, grant processes, and budget or data analysis for program decision-making.
• Strong knowledge of Microsoft Office programs, especially Excel and use of Copilot.
• Excellent interpersonal, teamwork, representational, and organizational skills.
• Fluency in Spanish and English is required.

Requirements:

• Bachelor’s degree in a related field required; master’s degree highly preferred.
• Minimum of 12 years of progressive experience, or a master’s degree and 11 years of experience.

You must have unrestricted authorization to work in Guatemala.
