About This Position
Reporting directly to the CEO, the Chief Program Officer (CPO) serves as a member of the executive management team. The CPO oversees the strategic direction, administration, supervision, and evaluation of all CBCST programs and services. The CPO will have fiduciary responsibility for all programs, including a full understanding of and ability to report on departmental operations and gather and present information for the Board of Directors, funders, grants, and other audiences. The CPO will develop and foster a high-performance, inclusive, and accountable culture throughout the team, aligned with CBCSTs core values and with a commitment to equity and inclusion.
ESSENTIAL FUNCTIONS/PERFORMANCE REQUIREMENTS:
A. Direct Responsibilities/Duties
1. Support and advise the CEO in programmatic decision making and serve as a member of the Executive Management team
2. Develop and implement all program operational guidelines and policies with the purpose of ensuring compliance with all regulations, as well as maintaining alignment with CBCSTs mission
0. Develop program budgets, strategies, workplans, presentations, etc.
3. Develop and implement new and innovative strategies to promote program growth that is consistent with the Centers strategic direction
4. Establish measurable, metric-driven program goals and objectives on an annual basis and monitor progress
5. Oversight and responsibility for management of services and data for grants received to fund programs, ensuring all grant reporting is submitted on a timely basis
1. Oversee all program staff and directly supervise 3 to 4 program directors/managers
2. Serve as staff liaison for CBCST Board Program Committee
B. ADMINISTRATION
1. Train and support program directors in their program leadership and supervision of direct reports
2. Lead continuous quality improvement efforts focused on high-fidelity service delivery, program growth, and other Key Performance Indicators
3. Ensure the implementation of evidence-based, trauma-informed, and community-aligned services
4. Determine staffing plan to achieve program goals and objectives and participate in hiring decisions for new program staff
5. Ensure that CBCST has a robust and current training and professional development and wellness plan for program staff, to include trauma-informed and Diversity, Equity, and Inclusion training
6. Attend all Executive, All-Staff, Board and Board Committee meetings
C. COLLABORATION
1. Partner with CEO and other leaders in forming multi-sector partnerships, up to and including collaboration with other nonprofits
2. Work closely with CFO to budget and monitor programmatic operations to ensure sound fiscal and system management
3. Serve as internal thought partner and advisor to cross-functional leaders ensuring that program strategy is operating in close collaboration with finance, development, and marketing
6. Represent CBCST on various community task forces, committees, and coalitions
EDUCATION/SKILLS/TRAINING AND EXPERIENCE
1. Masters degree in a relevant field (nonprofit management, social work, counseling, public health). Clinical licensure is preferred
2. Minimum of five years of senior leadership experience with a proven track record of success
3. Demonstrated experience managing a high-performing team in a multi-site structure to include professional development and mentorship
4. Demonstrated ability to analyze and compile complex data for reporting and planning purposes
5. Excellent communication skills, both written and oral, with the ability to represent CBCST externally to a wide range of stakeholders and constituencies
6. Strong relationship builder with the ability to find common ground, build consensus, and strengthen collaboration among diverse stakeholders
7. Experience in grief, loss and trauma for children and adults
8. Experience in working with diverse and multicultural populations
9. Strong organizational skills, time management skills and adept at multi-tasking
7. Proficient use of computers, internet, social media, Microsoft Office suite of programs, and multi-line phone system
