About This Position

Under general supervision of the Deputy General Manager, provides strategic support to senior management across the operations of Fairfax Water in key areas of critical infrastructure protection, physical security, emergency preparedness and emergency response to ensure security and safety of facilities and employees. Ensures prompt and efficient delivery of emergency management and physical security programs and projects. Plans, develops, and oversees the implementation of standards, procedures, and systems to ensure security of physical assets and loss prevention and to safeguard against potential theft. Maintains situational awareness of threat landscape and recommends measures to minimize risk as required. Supervises emergency management and security staff.
  • Leads emergency management, physical security, and infrastructure protection initiatives across the organization.
  • Plans, prepares for, and coordinates response to the effects of all-hazard emergencies, including but not limited to natural disasters, power outages, acts of terrorism, or other events that could adversely impact Fairfax Water operations.
  • Coordinates the preparation and review of Fairfax Water’s emergency response plans, procedures, and guidelines, according to state and federal requirements for all hazards; updates the plans as necessary.
  • Monitors the local/regional and geopolitical threat landscape and recommends policies and procedures to better position Fairfax Water and minimize risks.
  • Conducts organization wide vulnerability assessments incorporating continuous local area threat assessments.
  • Oversees the development and maintenance of Fairfax Water’s plans to protect critical infrastructure and/or key resources.
  • With consultant, Fairfax Water staff, or other support, develops, implements, and maintains physical security programs for the protection of facilities, physical assets, and employees.
  • Plans, coordinates, and executes the testing of Fairfax Water’s emergency response and recovery plans through staff training, workshops, drills, table-top, and functional exercises designed to validate emergency plans, operating procedures, and operating guidelines.
  • Manages complex projects and programs, including setting goals, anticipating challenges, and identifying and implementing solutions.
  • Ensures compliance with security and emergency management related regulatory requirements, to include reporting and preparation of emergency response plans.
  • Oversees emergency operations center (EOC) and fulfills appropriate EOC role as needed.
  • Performs personnel management tasks including participating in staff recruitment, tracking and approving time, and evaluating the performance of staff.
  • Performs related administrative tasks.
  • Coordinates implementation, operation, and maintenance of various security and surveillance-related systems and equipment including security cameras and access control systems.
  • Inspects infrastructure security operations and recommends corrective measures as appropriate.
  • Advises management on infrastructure security matters; makes recommendations on the adoption and application of security plans, SOPs, and procedures.
  • Supports and advises management on physical security concerns and risks, including disaster recovery.
  • Writes security related proposals and reports and participates in budget administration and control for security related cost centers.
  • Performs investigations related to situations involving physical security incidents and makes recommendations to management on such findings.
  • Oversees procurement and management of Fairfax Water’s security and guard contracts.
  • Represents Fairfax Water on regional security committees and workgroups.
  • Develops and maintains cooperative and professional relationships with employees and all levels of management to include representatives from other departments and organizations.
  • Communicates with management to ensure compliance with pertinent standards, policies, procedures, and systems.
  • Coordinates with local law enforcement and local emergency management offices.
  • Coordinates with adjacent utilities and other agencies on security issues, including mutual aid support, communication protocols, and coordination of multi-jurisdictional resources.
  • Develops and maintains strong partnerships with Federal and State agencies, as well as local, regional, and national organizations such as Water ISAC, to strengthen the organization’s ability to prevent, respond to, and recover from all forms of emergencies and natural or man-made disasters.
  • Tracks and maintains Fairfax Water’s mutual aid agreements.
  • Performs other duties as assigned or required.

  • Bachelor’s Degree in a related field and a minimum of eight years of related responsible infrastructure protection, emergency management and physical security management experience or any combination of experience and education.
  • Extensive knowledge of the principles and practices of emergency preparedness and emergency management and the ability to apply this knowledge in varied work situations.
  • Extensive knowledge of physical security design and system integration.
  • Knowledge of various types of emergencies and their subsequent impact on operations.
  • Knowledge of Threat and Hazard Identification and Risk Assessment.
  • Knowledge of utility security protocols and procedures.
  • Knowledge of National Incident Management System (NIMS) and Incident Command System (ICS) and other recognized standards and best practices in emergency preparedness and emergency management.
  • Experience leading emergency management efforts, with utility experience preferred but not required.
  • Experience preparing emergency response plans.
  • Experience using relevant security technology and equipment.
  • Ability to function in a managerial capacity.
  • Ability to research, analyze, prioritize, problem solve, synthesize large amounts of data/information, and to work several tasks concurrently with minimal supervision.
  • Ability to perform job duties without immediate or detailed supervision.
  • Ability to work independently on complex projects.
  • Ability to effectively deal with high levels of ambiguity and possess the ability to navigate through the ambiguity, including under emergency or stressful conditions.
  • Ability to quickly recognize and analyze irregular events.
  • Ability to exercise initiative, sound independent judgment, tact, sensitivity, and discretion and maintain confidentiality within established guidelines.
  • Ability to establish and maintain effective working relationships with a diverse range of individuals.
  • Ability to work irregular hours, shifts, weekends and holidays.
  • Ability to work overtime at any location, hour, or day of the week.
  • Ability to respond after-hours to emergency events.
  • Ability to work from any Fairfax Water facility, at any location in the water system and at other than the principal hours of work.
  • Strong analytical skills.
  • Strong organizational skills and attention to detail.
  • Excellent written and oral communication skills.
  • Possession of a valid Driver’s license and good driving record.
  • Must successfully pass a criminal background investigation.
  • Must pass a controlled substance (drug) test.

Preferred Qualifications:
  • Previous experience providing emergency management and/or security within the water/wastewater industry.
  • Knowledge and understanding of utility facilities and critical infrastructure operations and processes.
  • Completion of the American Water Works Association Utility Risk & Resilience Certificate Program.
  • Current designation as a Certified Emergency Manager (CEM) through the International Association of Emergency Mangers (IAEM).
  • Completion of the Federal Emergency Management Agency (FEMA) Emergency Management Professionals Program.
