Primary Work Location: Ft. Buchanan – Puerto Rico

POSITION OVERVIEW
Responsible for assessment, design, cost estimation, development of technical documentation and drawings of engineering projects, and execution of projects, quality assurance (QA) inspection, reporting, and overall project management. Develops solutions to solve technical problems in development, construction, inspection, and maintenance. Assists engineers, inspects products, conducts tests, and collects data.
RESPONSIBILITIES / DUTIES
• Plans and oversees the construction of buildings, bridges, roads, power stations, water supply, drainage systems and other structures.
• Becomes familiar with the facilities and usage of specific areas in order to contribute effectively and to provide input to recommendations of engineering problem solutions.
• Performs engineering calculations, prepares materials and cost estimates, and reviews calculations of others.
• Assists engineers in review, identification of required changes, modifications, drawings and plans during the design phase.
• Assists engineers in the development of technical proposals and provide input on the technical content and level of effort of the proposed scope of work.
• Performs data collection and design for capital improvements.
• Answers inquiries from realtors, developers and engineers.
• Performs field investigations and gathers and records field data for the preparation of the design phase and to ensure all projects are in compliance with regulatory and policy requirements.
• Preform required technical/engineering studies.
• Prepares drafts and designs for engineering and architectural projects that cover all structural, mechanical, electrical, and civil engineering aspects.
• Develops procedure data, detailed layout drawings, operation procedures, and maintainability improvements.
• Provides technical data and evaluation for components, equipment and systems consistent with engineering plans, layout and contract requirements.
• Participates in the reproduction of plans and the preparation, filing and retrieval of engineering maps, documents and records.
• Performs plan checking including reviewing and finalizing material take offs and quality assurance.
• Prepares and updates maps consistent with project improvements; utilizes specialized geographic information systems software to generate, updates and maintains mapping systems.
• Conducts inspection of all materials and equipment delivered to the construction site and ensures compliance with approved submittals specifications.
• Researches project files for staff and the general public; provides information on improvements, status of land divisions, easements, fees and agreements.
• Produces and plots maps, charts and related graphics.
• Validates and monitors the implementation of the Contractor’s Quality Control Program.
• Assists engineers in the preparation of bid specifications and construction design specifications for capital improvement projects; prepares exhibits and reports as required.
• Assists and discusses contract modifications and supports negotiations related to costs for required changes.
• Responds to inquiries form contractors, utility companies, consultants regarding construction projects.
• Additional duties as needed.
MINIMUM REQUIREMENTS
• Satisfactory Government Background Check.
• Proficiency in Microsoft Office (including Access).
• Minimum three years of experience in the related field.
• Knowledge and practical experience in Quality Control.
• Work in an indoor and outdoor setting with exposure to all types of weather and temperature conditions.
• Possession of, or ability to obtain, an appropriate, valid driver’s license.
• Sufficient physical ability and mobility to work in an office setting and field environment; to perform moderate lifting and carrying; sit, stand or walk for prolonged periods of time; bend, kneel, crouch, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties, climb ladders and slopes; operate motorized vehicles; and verbally communicate to exchange information.
• Vision within the normal range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment.
• Completion of Level I Awareness Training within 15 calendar days after contract start date.
• Completion of iWATCH Training within 15 calendar days of contract start date.
• Completion of Level I OPSEC Training within 30 calendar days of contract start date.
• Completion of DoD IA Awareness Training and comply with DoD and Army Training requirements within six months of employment.
• Incumbent must be able to clearly read, write, speak, and understand English at level commensurate to an office doing business at a professional level.
• Incumbent shall present a neat, well-groomed, professional appearance at all times.

• Operate still and video cameras for accurately recording field conditions and gathering data.
• Reviews the work of lower level engineering technicians.
• Interprets and applies state and local policies, procedures, laws, codes, and regulations.
• Understands and interprets engineering plans and specifications.
• Prepares and maintains accurate engineering records.
• Performs routine to complex engineering drafting work.
• Performs technical research related to computer mapping, database descriptions, and geographic information systems.
• Prepares and determines plans and estimates involving the scope, time and resources needed to complete a variety of projects.
• Reads and creates plans and maps and prepares clear and concise reports.
• Uses algebraic formulas, trigonometry tables and statistical mathematics to accomplish technical engineering work.
• Reads blueprints, interprets standard drawings and specifications, survey notes, maps and reports.
• Operates office equipment including computers and supporting software applications.
• Adapts to changing technologies and learn functionality of new equipment and systems.
• Communicates clearly and concisely, both orally and in writing.
• Complies with OSHA safety rules and regulation, and safety standards in hazardous environments.
PHYSICAL DEMANDS
• Stand for long periods of time.
• Bend, squat, climb, and reach.
• Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers.
• Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing: viewing a computer monitor; extensive reading.
• May be exposed to extreme weather conditions.
• Must be able to lift 20-30 lbs. overhead.
