Position Summary
Under the direction of the Town Engineer, and Assistant Town Engineer, the GIS Technician performs technical duties in the development, maintenance, and operation of the Town’s Geographic Information System (GIS). Operating within the Engineering Department, this role focuses on creating, updating, and analyzing spatial data related to municipal infrastructure. The ideal candidate will bridge the gap between field data and map management, supporting engineering projects, and providing reliable spatial information to town staff and the public.
Essential Job Functions
- Input, update, and maintain spatial data layers (parcels, utilities, zoning, easements) using ArcGIS software
- Design, produce, and update high quality maps, and exhibits for town staff and committees.
- Carries out generally routine engineering tasks in all phases of the Engineering Department operations as required.
- Collect survey or GIS feature data as part of a crew, or independently via mobile data collection applications.
- Assists the Survey Crew and Engineering Inspector as needed.
- Conducts field inspection of sanitary and storm sewer, sidewalk, road, building and other related construction projects to ensure compliance with approved plans, proper methods, and applicable Town Standards as needed.
- Will serve as the primary contact and inspector for the Town’s Trench Restoration program.
- Makes copies of plans; files and retrieves information, maps and other data.
- Research land records, deeds, titles, etc.
- Assists the public, contractors, private engineering consultants, utility companies and Town Officials over the phone, in person, and via email in matters relating to engineering functions.
- Fills in for and performs the tasks of other Engineering Department personnel.
- Maintains and updates sewer and storm drainage GIS layers; imports sewer lateral cards, videos, subdivision mapping, and as-built plans
- Prepares GIS mapping for Town departments as requested
- Performs other related duties as assigned
KNOWLEDGE, SKILLS, ABILITY, AND PERSONAL CHARACTERISTICS: The following list is required to complete the job duties, is not all-inclusive, and may be supplemented as necessary.
- Working knowledge of applicable mathematics, including algebra, geometry and trigonometry
- Good knowledge of construction methods and materials
- Skill in the accurate use of surveying and or mobile applications for data collection
- Ability to read and interpret plans and specifications
- Ability to make neat and accurate sketches/drawings
- Effective communication skills - oral and written
- Ability to effectively interact with people
PHYSICAL DEMANDS:
- This position does demand that employees be able to lift up to and including 25 pounds of weight.
- Ability to manipulate simple tools as required for setting stakes, clearing brush, etc.
- Mobility to and within job sites including climbing and walking over rough terrain.
- Requires good manual dexterity (hand, hand with arm, two hands) and multi-limb coordination.
- Individuals must be able to grasp, walk on uneven ground and have full use of audio and visual senses.
- Additionally these employees will be exposed to outdoor weather year round performing their duties. Exposure may consist of inclement weather, humidity, heat and possibly severe cold.
MINIMUM QUALIFICATIONS:
- Graduation from high school or possession of high school equivalency diploma (GED)
- Associate’s or Bachelor’s degree in Geographic Information Systems (GIS), or Civil Engineering
- Familiarity with relational databases (SQL) or scripting (Python/ArcPy) is a plus, but not required
- Proficiency in MS Office products, and Google Workspace products
- Knowledge of GIS (ESRI & ArcGIS Online), and Laserfiche preferred
- CT Driver License
