Capital Construction Manager $94,117 - 117,646/year Individuals hired in this position have the opportunity to progress up to $141,175/year, which is the maximum salary for this position as of December 2025.

Position Summary
Under the general direction of the Assistant City Manager, manages the planning, design, procurement, construction, and closeout of the City's major vertical capital construction projects, including new municipal facilities, major building additions, and significant building renovations. Serves as the City's owner's representative throughout all phases of project delivery to ensure projects are completed safely, on schedule, within budget, and in accordance with City objectives.
This position serves as the City's primary construction management resource and works collaboratively with City departments, architects, engineers, contractors, consultants, and regulatory agencies to successfully deliver municipal facilities. Responsibilities include project management, contract administration, construction oversight, value engineering, cost control, schedule management, quality assurance, and coordination of project stakeholders. The position plays a key role in protecting taxpayer investments by providing disciplined project oversight, maximizing project value through value engineering, maintaining effective budget and schedule control, minimizing unnecessary change orders, and helping ensure completed facilities provide long-term functionality, quality, and operational effectiveness for the departments they serve.

- Serves as the City's owner's representative for major vertical capital construction projects, including new municipal facilities, major building additions, adaptive reuse projects, and significant building renovations from project planning through project closeout.
- Works collaboratively with affected City departments to develop project scopes, operational requirements, budgets, schedules, and project objectives while coordinating architects, engineers, contractors, consultants, utility providers, and regulatory agencies throughout project delivery.
- Reviews and manages project designs, plans, specifications, construction methods, material selections, building systems, and cost estimates to identify opportunities for value engineering, improved constructability, enhanced project quality, reduced lifecycle costs, minimized change orders, and maximum value for taxpayer investment.
- Coordinates consultant selection and procurement processes, including Requests for Qualifications (RFQs), Requests for Proposals (RFPs), contract negotiations, contract administration, Requests for Information (RFIs), submittals, pay applications, change orders, claims, project documentation, and project closeout.
- Conducts regular construction site visits to monitor contractor performance, project progress, workmanship, safety practices, compliance with contract documents, quality standards, approved construction schedules, and budget performance while proactively identifying issues before they result in costly delays or change orders.
- Coordinates stakeholder meetings, design meetings, pre-construction conferences, construction progress meetings, project inspections, and project closeout activities while serving as the primary liaison between project stakeholders and ensuring the operational needs of affected City departments are incorporated throughout the design and construction process.
- Monitors and manages project budgets, schedules, contingency funds, cost controls, and project reporting while identifying project risks, evaluating change order requests, minimizing unnecessary project costs, and recommending corrective actions necessary to maintain project objectives and protect taxpayer resources.
- Provides technical guidance regarding construction materials, building systems, estimating, scheduling, constructability, and project delivery methods to support informed project decisions and successful project outcomes.
- Prepares reports, presentations, recommendations, executive updates, and City Council agenda materials regarding project status, contract awards, budget amendments, change orders, and other capital construction matters.
- Leads value engineering efforts throughout project planning and construction by identifying opportunities to reduce costs, improve constructability, minimize change orders, and maximize long-term value while preserving project quality, functionality, and operational needs.
- Maintains current knowledge of industry best practices, emerging technologies, construction methods, materials, and trends applicable to commercial and municipal construction.
- Performs other related duties and special projects as assigned.
Typical Physical/Mental Demands/Working ConditionsLight physical effort. Comfortable working conditions handling light weights. Intermittent sitting, standing, and walking. Considerable exposure to stressful situations as a result of human behavior and deadlines. Attendance at night meetings or irregular working hours may be required.Qualifications
Education: Graduation from an accredited college or university with a bachelor's degree in Construction Management, Civil Engineering, Architecture, or a closely related field.
Equivalent technical training, certifications, and progressively responsible experience in large commercial or public construction may be substituted for degree.
Experience and Training: Minimum seven (7) years of progressively responsible experience leading and managing large, complex commercial, institutional, municipal, or public vertical construction projects. Experience serving as an owner's representative, construction manager, project manager, architect, engineer, superintendent, or owner's consultant is strongly preferred. Experience managing multiple construction projects simultaneously is strongly preferred. Experience with public procurement and contract administration is preferred. Experience with CMGC and Design-Build delivery methods strongly preferred.
Licenses and/or Certifications: Must possess a valid driver’s license. A valid Utah Driver License must be obtained within 60 days of hire and be maintained throughout employment.
Professional certifications such as Certified Construction Manager (CCM), Project Management Professional (PMP), Professional Engineer (PE), Registered Architect (RA), or similar certifications are preferred.
Knowledge:
- Advanced knowledge of commercial, institutional, and municipal building construction methods, building systems, materials, and construction practices.
- Thorough knowledge of construction project management principles, estimating, budgeting, value engineering, cost control, change order management, scheduling, and contract administration.
- Knowledge of architectural and engineering drawings, specifications, construction documents, and project delivery methods.
- Knowledge of public procurement processes, consultant selection, construction contracts, Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and change order administration.
- Knowledge of value engineering principles, constructability reviews, and lifecycle cost analysis.
- Knowledge of applicable building codes, safety standards, permitting requirements, and federal, state, and local laws and regulations governing construction projects.
- General knowledge of local government operations and capital improvement planning.
- Strong project management, organizational, and time management skills with the ability to manage multiple complex projects simultaneously.
- Strong analytical, financial, and problem-solving skills with the ability to identify cost-saving opportunities, perform value engineering, manage project budgets, and maximize taxpayer value.
- Skilled in reviewing construction drawings, specifications, submittals, schedules, cost estimates, pay applications, Requests for Information (RFIs), and change orders.
- Skilled in contract administration, procurement coordination, negotiation, conflict resolution, and stakeholder management.
- Clear and effective written and verbal communication skills, including the ability to prepare reports, presentations, recommendations, and City Council agenda materials.
- Proficient in Microsoft Office and project management software used to manage budgets, schedules, contracts, and project documentation.
- Proficient use in Bluebeam, Buildertrend or comparable software to track and manage projects.
- Represent the City's interests throughout the planning, design, procurement, construction, and closeout of major vertical capital projects.
- Develop and maintain positive working relationships with City departments, architects, engineers, contractors, consultants, regulatory agencies, utility providers, and the public.
- Exercise sound judgment and make informed technical and financial recommendations regarding construction projects.
- Interpret construction drawings, specifications, contracts, schedules, and other technical documents.
- Identify project risks, evaluate alternatives, negotiate practical solutions, and resolve complex construction issues.
- Balance technical construction considerations with operational needs, budget constraints, and project objectives.
- Work independently while managing multiple priorities in a fast-paced, collaborative environment.
- Maintain a high level of professionalism, integrity, accountability, and customer service in all aspects of work.
- Protect taxpayer resources through disciplined budget management, proactive risk identification, value engineering, and effective management of change orders throughout project delivery.

The City of St. George covers 100% of the premiums for the High Deductible health plan for full-time employees and their qualified dependents. The City also offers two Traditional medical plans. Employees have the option to upgrade to one of the City’s Traditional medical plans with a lower deductible by paying a premium for the selected plan. The City also offers voluntary benefits including dental insurance, vision insurance, flexible spending and health savings accounts, and retirement savings plans at the employee’s cost and discretion. Health care coverage begins the first day of employment.
Retirement
The City fully funds an employee pension plan through Utah Retirement Systems for each active full-time employee.
Paid Time Off
Paid time off (PTO) hours are accrued according to the number of hours paid. Based on a full 40-hour work week, paid time off is accrued as follows: 2 weeks for years 0 through 3.99, 3 weeks for years 4 through 11.99, and 4 weeks for 12+ years.
Holidays
The City has 13 paid holidays each year. If unused, holiday time can be used as Paid Time Off.
Sick Leave
The City provides 12 days of sick leave each year. You can accrue sick leave without limit.
Life Insurance
All active full-time employees enrolled in the employer sponsored medical plan are provided with $50,000 worth of life insurance. Spouses and dependents are provided with $5000 and $2500 respectively. Full-time employees are also provided with an AD&D policy for $50,000.
Long Term Disability
All active full-time employees enrolled in the employer sponsored medical plan are provided with LTD insurance benefits.
Educational Assistance Program
The City offers a reimbursement of 75% of the tuition and required student fees, up to $2,000 per fiscal year, for pre-approved courses for full-time employees when the employee meets the eligibility requirements. This reimbursement is not a guarantee, it is subject to the approval of the Department Head. Reimbursement will be reduced by any other financial aid that does not have to be repaid, such as the GI Bill, scholarships and grants.
Employee Assistance Program
The City offers an Employee Assistance Program to give full-time employees an additional level of support for personal, financial, and family issues. The Employee Assistance Program is 100% Confidential, offers a 24/7 Crisis Support Line, and there are no limits for sessions with a licensed counselor.
Recreation Benefit
Free or discounted access to all 4 City Golf Courses, swimming pools and Recreation Center is available to all full-time employees.
Note: Golf course privileges are based on availability. Employees can book a tee-time within 24 hours or the same day, but may be turned away if there are no available tee-times. If you happen to be golfing with at least 2 paying customers; tee times can be set with more advance notice, but are still based on availability. Red Hills Golf Course will not be available to schedule tee times in advance --- walk on play based on availability only.
Voluntary Benefits
Short-Term Disability, Supplemental Life Insurance, Accidental Death and Dismemberment Insurance, Accident Insurance, and Hospital Indemnity Insurance; each are available on a voluntary basis to all Active Full-Time employees enrolled in an employer sponsored medical plan.
