Overview

Tech(x) is seeking an experienced Program Analyst to provide comprehensive analytical, acquisition, financial, and programmatic support to a DoD customer in a fast-paced mission environment. This position requires a highly organized and detail-oriented professional capable of supporting complex government programs, coordinating with multiple stakeholders, and ensuring compliance with DoD financial and acquisition processes.
The ideal candidate will possess strong experience supporting Army or DoD programs, working within GFEBS environments, managing program execution activities, and supporting leadership through data-driven analysis, reporting, and strategic recommendations.
Responsibilities
- Provide analytical, technical, financial, and administrative support to Government program leadership and integrated product teams (IPTs).
- Support planning, execution, monitoring, and oversight of program activities to ensure alignment with mission objectives, contractual requirements, and organizational priorities.
- Utilize the General Fund Enterprise Business System (GFEBS) to support financial management activities including funding analysis, labor tracking, cost management, obligation tracking, spend plans, purchase requisitions, and budget execution.
- Monitor and analyze program performance metrics, financial data, schedules, and resource utilization to identify trends, risks, and areas for process improvement.
- Prepare and maintain detailed reports, dashboards, executive briefings, acquisition documentation, status updates, and program documentation for Government leadership.
- Support development and tracking of spend plans, Purchase Requests (PRs), Military Interdepartmental Purchase Requests (MIPRs), funding documents, and contract deliverables.
- Coordinate with Government personnel, contractors, vendors, financial management teams, and technical stakeholders to ensure successful program execution.
- Assist with acquisition planning, procurement tracking, contract administration support, and lifecycle management activities.
- Analyze program requirements and translate operational needs into actionable documentation, workflows, schedules, and implementation plans.
- Support data calls, audits, compliance reviews, and reporting requirements associated with DoD policies, Army regulations, and contractual obligations.
- Maintain program schedules, action item trackers, risk registers, meeting minutes, and decision logs.
- Provide recommendations to leadership regarding operational efficiencies, resource allocation, financial forecasting, and process optimization.
- Support software implementation efforts, business process improvements, organizational change management activities, and system transition initiatives.
- Ensure compliance with security, regulatory, financial, and organizational standards in support of DoD operations.
- Participate in meetings, technical reviews, and working groups with Government and contractor personnel.
- Maintain a regular and predictable work schedule.
- Perform additional duties as assigned.
- Strong analytical, organizational, and problem-solving skills with the ability to manage multiple priorities in a dynamic environment.
- Experience supporting DoD or Army programs in a program management, financial management, acquisition, logistics, or operations support capacity.
- Working knowledge and hands-on experience utilizing GFEBS for financial and program management activities.
- Experience supporting budget execution, funding management, procurement tracking, financial reconciliation, and cost analysis.
- Experience preparing executive-level reports, presentations, program documentation, and briefing materials.
- Familiarity with DoW acquisition processes, contract support activities, and program lifecycle management.
- Experience coordinating across cross-functional teams and multiple stakeholders.
- Proficiency with Microsoft Office Suite including Excel, Word, PowerPoint, Outlook, and Teams.
- Ability to analyze large datasets and translate findings into actionable recommendations.
- Strong written and verbal communication skills.
- Ability to work independently while supporting collaborative team environments.
- Demonstrated professionalism, attention to detail, and customer service orientation.
- Experience supporting Army organizations, DEVCOM, C5ISR, PEOs, or other DoD laboratory/program office environments.
- Experience supporting software implementation efforts, ERP systems, or organizational change management initiatives.
- Knowledge of Army financial management processes and funding execution.
- Experience with procurement packages, funding documentation, and acquisition support activities.
- Familiarity with SharePoint, Power BI, Jira, ServiceNow, or other program management and reporting tools.
- Experience supporting audit readiness initiatives and compliance reporting.
- Knowledge of DoD contracting environments and Federal Acquisition Regulation (FAR) processes.
- PMP, DAWIA, Lean Six Sigma, or other related certifications are a plus.
Clearance:
- Ability to obtain a DoW Clearance.
Education & Experience:
- Bachelor’s degree in Business Administration, Finance, Accounting, Management, Program Management, Logistics, Economics, or related field.
- Minimum of 6–10 years of relevant professional experience supporting DoD, Federal Government, or defense contractor programs.
- Additional years of directly related experience may be considered in lieu of degree requirements.
