Description:

Position Overview

Diaconia is seeking a Data Architect / Data Steward SME to support a federal civilian customer's enterprise data modernization program. This role supports a mission-critical, nationwide case-management and intelligence-analysis platform that integrates data, analytics, reporting, enterprise search, AI/ML-enabled enrichment, and organizational workflows across multiple regions.

The Data Architect / Data Steward SME will provide technical and management leadership across data analysis, data modeling, data integration, data warehousing, data migration, cloud adoption, data governance, and enterprise data stewardship activities. The role will help sustain and modernize the customer's data ecosystem while supporting mission-critical analytical, reporting, search, and data enrichment capabilities.

Key Responsibilities

- Serve as a subject matter expert on data management, data architecture, data stewardship, data warehousing, and cloud data best practices.

- Provide technical and management leadership on major tasks and technology assignments.

- Establish goals and plans that meet project objectives; supervise others as needed.

- Develop and support data systems, reports, analytical products, and features within the customer data ecosystem.

- Support O&M for existing data systems, including enterprise data warehouse, enterprise reporting, enterprise search/OpenSearch, and AI/ML-related data enrichment capabilities.

- Lead recommendations for improving data architecture, data quality, data integration, and data management processes.

- Support data migration, validation, clean-up, mapping, and production of data dictionaries.

- Provide technical support for business analysis, system experimentation, architecture, integration capabilities, and database management.

- Coordinate with application developers, infrastructure teams, product owners, and other IT groups to align current and future data management activities.

- Support data warehouse modernization, cloud migration planning, and adoption of new data technologies across cloud and non-cloud technology stacks.

- Identify areas where existing policies, procedures, standards, or data governance practices should be updated or newly developed.

- Support Agile Scrum or Kanban delivery practices, including backlog refinement, planning, sprint execution, documentation, and stakeholder engagement.

- Develop and communicate data architecture roadmaps, modernization recommendations, and technical strategies aligned to customer mission priorities.

Minimum Requirements

- U.S. Citizenship required.

- Active U.S. government Secret clearance or higher required at proposal submission.

- Bachelor's degree and 10+ years of related experience required.

- Four additional years of relevant experience may be substituted in lieu of a Bachelor's degree.

- A Master's degree or higher may reduce the required experience by two years.

- 10+ years of experience with data analysis, data migration tools, data modeling, data integration, data warehousing, and database design.

- 5+ years of experience addressing data migration, data validation, data clean-up, data mapping, and data dictionary development or maintenance.

- 5+ years of experience providing technical support in research, experimentation, business analysis, systems technology, architecture, integration capabilities, and database management.

- 5+ years of experience providing technical and data leadership to application development and IT infrastructure teams.

- 5+ years of experience coordinating with IT groups on current and future IT plans, software upgrades, product installations, and development projects.

- 5+ years of experience identifying policy, procedure, or standards changes needed to support business or technical expansion.

- Experience supporting enterprise data warehouse, reporting, search, analytics, O&M, modernization, or cloud migration environments.

-Must be able to be ON SITE 3 days or as required by the client.

-Occasional OCONUS travel may be required

Preferred Qualifications

- Experience with federal civilian, law enforcement, investigative, intelligence, or sensitive mission data environments.

- Experience with Microsoft SQL Server, SSIS, SSRS, SSAS, Power BI, Python, R, AWS, OpenSearch, or related data management platforms.

- Experience with Kimball-style data warehousing, dimensional modeling, and large-scale enterprise data environments.

- Experience supporting Agile delivery using Azure DevOps or similar tracking tools.

- Experience supporting data governance, data quality, metadata management, and cloud migration roadmaps.
