Senior Technical Data Governance Program Manager

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Technical Data Governance Program Manager based in the United States.

This role offers the opportunity to lead large-scale data modernization and governance initiatives supporting mission-critical technology transformation programs.
The Senior Technical Data Governance Program Manager will oversee integrated data governance, engineering, analytics, and AI/ML capabilities designed to improve decision-making and operational outcomes.
The position combines strategic leadership, technical expertise, and program execution skills within a complex cloud-based environment.
The successful candidate will guide multidisciplinary teams, influence modernization strategies, and ensure alignment between business objectives and technical solutions.

Accountabilities

The Senior Technical Data Governance Program Manager will provide strategic and technical leadership for data modernization initiatives, ensuring successful program delivery, stakeholder alignment, and continuous improvement across complex technology environments.

  • Serve as the primary point of contact for program execution, ensuring alignment with strategic objectives, contractual commitments, and operational priorities.
  • Provide senior technical leadership across data governance, architecture, engineering, integration, modernization, reporting, analytics, and AI/machine learning initiatives.
  • Define technical strategies, architecture vision, engineering standards, and modernization roadmaps to support long-term program goals.
  • Ensure technical solutions align with enterprise architecture, security, compliance, and governance requirements.
  • Lead multidisciplinary teams responsible for delivering data platforms, analytics capabilities, and operational improvements.
  • Manage stakeholder relationships, communications strategies, reporting processes, and executive-level engagement.
  • Oversee program performance, resource allocation, schedules, budgets, quality standards, and delivery outcomes.
  • Apply Agile project management methodologies to manage development, operations, and implementation activities.
  • Create and maintain program roadmaps, integrated master schedules, milestones, dependencies, and delivery plans.
  • Facilitate project meetings, document decisions, track action items, and ensure effective collaboration across teams.
  • Develop and maintain project management artifacts, including sprint reports, backlog updates, risk registers, and RAID logs.
  • Identify technical, operational, and business risks while developing mitigation strategies and ensuring transparent reporting.
  • Provide analysis, research, and recommendations regarding technology alternatives, solution designs, and modernization approaches.
Requirements:

The ideal candidate will have extensive experience leading complex IT programs, with deep expertise in data governance, cloud technologies, and enterprise modernization initiatives.

  • 10+ years of experience in IT management, technology delivery, data governance strategy, standards development, implementation, operational support, and change management.
  • Bachelor’s degree from an accredited college or university.
  • Project Management Professional (PMP) certification required.
  • Proven experience overseeing teams focused on big data cloud architecture, cybersecurity, data management, business intelligence, and analytics.
  • Strong understanding of data governance frameworks, enterprise data strategies, and modernization practices.
  • Demonstrated ability to lead large-scale technology programs with multiple concurrent workstreams.
  • Excellent customer-facing skills with experience presenting to senior executives and managing strategic stakeholder relationships.
  • Strong written and verbal communication skills with the ability to translate complex technical concepts into business-focused recommendations.
  • Ability to drive change, improve operational maturity, and deliver results in fast-paced environments.
  • Strong leadership, decision-making, organizational, and problem-solving capabilities.
