POSITION SUMMARY
The Supervisor of the Therapeutic Foster Care Program provides leadership and supervision to program staff and Treatment Foster Parents to ensure youth and families receive safe, trauma-informed, and permanency-focused services. This position supports team decision-making, promotes fidelity to the Treatment Foster Care model and CARE principles, and ensures that services, documentation, and crisis planning meet agency and DCFS expectations.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Supervises, supports, trains, and evaluates assigned program staff; provides and documents regular supervision, consultation, and support to promote effective service delivery.
- Provides direct guidance to Treatment Foster Parents and direct supervision of HYFS staff working within the home to support treatment goals, permanency planning, crisis planning, and a safe, enriching environment for youth.
- Builds and maintains a cohesive team culture that values foster parent expertise, promotes collaboration, and includes foster parents as active members of the treatment team.
- Promotes family engagement, relational and legal permanency, and youth participation in treatment, education, health care, visits, recreation, and other meaningful activities.
- Leads team decision-making related to referrals, safety planning, service planning, discharge planning, and program activities to ensure services remain focused on treatment and permanency outcomes.
- Maintains required CARE and TCI training and ensures staff participate in required training and apply CARE principles and TCI practices consistently.
- Participates in the on-call rotation to support after-hours emergencies, including referrals, medical concerns, placement issues, and other urgent program needs.
- Ensures casework services, court reports, contractual obligations, and legal case management responsibilities are completed in accordance with DCFS contracts, court orders, case plans, and the best interests of children served.
- Develops, monitors, and responds to program performance indicators and outcome goals, with emphasis on permanency, length of stay, treatment progress, and service quality.
- Ensure that staff complete required service documentation accurately and in a timely manner, including documentation demonstrating progress toward youth’s fulfillment of identified treatment goals.
- Organizes and participates in Child and Family Team meetings, clinical staffings, Administrative Case Reviews, and court hearings to provide supervision, expertise, and support to staff.
- Maintains professional relationships with Hoyleton colleagues, DCFS, courts, service providers, and community partners; participates in required agency meetings, training, and workgroups.
- Works collaboratively with child welfare management staff to address shared program needs and ensure appropriate supervisory coverage during vacations, vacancies, and other absences.
- During the initial implementation period, this position may function in a hybrid capacity, providing temporary coverage and support for an additional program supervisor role as needed.
- Completes biannual performance evaluations for assigned staff on schedule.
- Completes other duties as assigned.
QUALIFICATION REQUIREMENTS
- Ability to develop, lead, and support a team of treatment and childcare professionals.
- Ability to provide services in a manner that demonstrates respect for the cultural backgrounds, heritage, and identities of clients, families, colleagues, and other stakeholders.
- Ability to communicate effectively, both verbally and in writing, with clients, families, employees, leadership, and other stakeholders.
- Ability to organize, prioritize, and manage multiple responsibilities within established timelines.
- Must successfully complete all required testing, training, and clearance requirements established by DCFS and HYFS.
- Must meet DCFS/CANTS Clearance Requirements.
- Must be at least 21 years of age.
- Must possess and maintain a valid driver’s license and maintain proof of automobile insurance.
EDUCATION AND/OR EXPERIENCE
- Master’s degree from an accredited program in social work or a related human services field required.
- Minimum of two (2) years of supervisory experience in social services serving children and families required; Experience working with adolescents with mental health and emotional disturbances is preferred.
- Illinois DCFS Child Welfare Licensure (CWEL) must be obtained within the first 90 days of employment.

Completion of CARE and TCI training is an internal requirement for all staff and must be completed upon hire. Ongoing application of these principles is expected and essential to successful job performance.
TCI (Therapeutic Crisis Intervention). Employees must:
- Pass the written test annually.
- Pass the physical test every six months (if applicable to their role)
Consistent participation and application of both CARE and TCI principles drive company culture and are essential to job performance.
WORKING CONDITIONS
This position operates in a professional office and may require travel to other agency sites, and client locations as necessary to fulfill position responsibilities. Occasional out-of-state travel may be required for conferences, training, or other role-related or regulatory requirements, including those established by DCFS.
The role involves periods of walking, standing, or sitting, and may occasionally require climbing stairs, bending, kneeling, or lifting materials up to 50 lbs.
Minimal exposure to environmental factors such as noise, dust, or varying indoor/outdoor temperatures may occur depending on program needs and client-related activities.
