We are currently seeking a senior professional to serve as an early childhood subject matter expert (SME) for the National Center on Subsidy Innovation and Accountability (NCSIA). The ideal candidate will be a data-minded professional with experience working with early childhood programs, such as the Child Care and Development Fund and Head Start/Early Head Start. NCSIA provides technical assistance (TA) to Child Care and Development Fund (CCDF) programs in developing child care subsidy systems that are child-focused, family-friendly, and fair to providers. The candidates chosen will be expected to contribute to WRMA’s collaborative, collegial work environment; maintain our high ethical and quality standards; and contribute to proposals and other business development efforts.

This position is based out of WRMA’s Rockville, Maryland office but is a remote/virtual position. The candidate must have consistent, daily access to a working environment conducive to professional activities (regular video/audio meetings, tasks requiring quiet focus, etc.). Necessary hardware, software, and IT support are provided.



Responsibilities

  • Serve as a Subject Matter Expert on the CCDF child care subsidy program.
  • Advise on related early childhood topics such as Head Start/Early Head Start, equal access, and infant/toddler care.
  • Deliver expert consultation, training, and technical assistance to states, territories, and Tribes.
  • Plan for and develop technical assistance and training such as peer learning groups, tip sheets, and in-person trainings.
  • Lead and facilitate state or regional discussion groups.
  • Partner with other national centers to collaborate or coordinate delivery of training and technical assistance.
  • Support the Center’s data and evaluation activities, such as NCSIA’s evaluation plan and Continuous Quality Improvement Process. Train staff on data collection and evaluation standards.
  • Present at national conferences and other events.
  • Additional related duties as needed.


Qualifications
  • Master’s degree preferred,
  • 7+ years of professional experience working with early childhood programs with working knowledge of the Child Care and Development Fund program required.
  • Prior experience with designing data collection and evaluation processes, and/or continuous quality improvement processes strongly preferred.
  • Experience with Head Start/Early Head Start collaboration strongly preferred.
  • Experience working on other child care topics such as equal access, infant/toddler care, and grants and contracts are a plus.
  • Strong technical writing experience; a writing sample may be required
  • Excellent skills in oral presentation/public speaking and communicating complex ideas to a wide range of audiences
  • Experience providing training, TA, information services, program monitoring/oversight, and/or process development support to diverse audiences
  • Proficiency in Microsoft Office applications, including Microsoft Teams.
  • Excellent attention to detail

TRAVEL: This is a remote position, and travel (25% or less) is required.

SALARY AND BENEFITS:

SALARY

Salary is determined commensurate with experience of the candidate. Benefits include health insurance, holidays, and vacation benefits for all full-time employees of 30 or more hours. The salary range for this position is $90,000 to $120,000 per year. While we provide competitive compensation, it's important to note that for new hires, salaries typically align with the lower end of the range, taking into account factors such as experience, qualifications, and internal equity considerations.
