Position Summary:

The Safety Manager holds independent stop-work authority and is accountable for the development, implementation, and enforcement of the site-specific safety and health plan. This person is present whenever work is being performed, conducts daily inspections, prepares Activity Hazard Analyses, and is the safety point of contact for the government. Independence matters here.

This position is contingent upon contract award, final scope, and project requirements.

Duties and Responsibility:

Program Development and Administration

  • Develop, submit for Government acceptance, and maintain the site-specific Accident Prevention Plan (APP).
  • Develop and maintain all supporting safety programs required for project execution.
  • Prepare an Activity Hazard Analysis (AHA) for each definable feature of work before work begins.
  • Review and brief applicable AHAs with affected employees and subcontractor crews.
  • Document employee attendance and acknowledgment of AHA briefings.
  • Maintain complete and current project safety documentation, including inspection records, training records, certifications, equipment inspections, permits, and corrective actions.

Daily Field Safety

  • Conduct and document daily safety inspections of all active construction areas.
  • Identify unsafe conditions, issue corrective actions, and track deficiencies through closure.
  • Lead weekly toolbox talks and other required safety meetings.
  • Conduct new-hire safety orientation for all workers before their initial entry onto the project site.
  • Exercise stop-work authority when imminent danger or serious safety hazards are identified.
  • Administer and monitor required safety permits, including hot work, confined-space entry, energized work, excavation, and roof-access permits.
  • Verify compliance with applicable project, Government, and regulatory safety requirements.

Occupied-Facility Protection

  • Protect students, instructors, employees, visitors, and other facility occupants from construction-related hazards.
  • Establish and maintain barricades, overhead protection, safe egress routes, housekeeping standards, and controlled work areas.
  • Coordinate vehicle, equipment, pedestrian, and traffic-control measures around active construction areas.
  • Manage silica, dust, noise, and indoor air-quality controls associated with construction activities.
  • Implement negative-air containment and HEPA filtration when required.
  • Coordinate fire-watch requirements, fire-alarm impairments, and emergency-response procedures with FLETC emergency services.
  • Maintain safe separation between construction activities and occupied or operational areas.

Incident Management and Reporting

  • Investigate workplace incidents, near misses, injuries, and property-damage events.
  • Perform root-cause analyses and develop appropriate corrective and preventive actions.
  • Track corrective actions through completion and verify effectiveness.
  • Report accidents and safety incidents to the Government within required timeframes and using required reporting formats.
  • Maintain required incident and injury documentation.
  • Track and report leading and lagging safety-performance indicators.
  • Provide safety-performance reports and updates to Government representatives and corporate leadership.
  • Identify safety trends and recommend actions to reduce recurring hazards and prevent future incidents

Required Qualifications:

  • High school diploma or GED. A degree in Occupational Safety and Health, Industrial Hygiene, Safety Engineering, or a related field is strongly preferred and may substitute for two years of experience.
  • Minimum five (5) years of full-time construction safety experience on projects of comparable size and complexity, with at least three years in a dedicated safety role (not a collateral duty).
  • OSHA 30-Hour Construction Safety certification (current).
  • Minimum 24 hours of documented formal safety training annually, consistent with EM 385-1-1 Section 01.A SSHO requirements.
  • Demonstrated experience writing and implementing site-specific Accident Prevention Plans (APP) and Activity Hazard Analyses (AHA) by definable feature of work.
  • Current First Aid, CPR, and AED certification.
  • Documented safety performance record: EMR, TRIR, and DART rates for prior projects, and a record free of fatalities or willful citations.
  • Competent Person designation in the hazards present on this project, at minimum: fall protection, scaffolding, excavation, electrical safety, and confined space entry.

Preferred Qualifications:

  • CHST (Construction Health and Safety Technician), STSC (Safety Trained Supervisor Construction), ASP, or CSP certification. CHST is the most commonly recognized credential for this position in federal source selections.
  • Prior SSHO experience on a federal installation, particularly DHS, USACE, or NAVFAC, and demonstrated compliance with EM 385-1-1.
  • Asbestos and lead awareness; EPA RRP; mold remediation awareness; silica exposure control plan experience.
  • 40-hour HAZWOPER; hot work, LOTO, and confined space permit program administration.
  • Experience with interim life safety measures and fire alarm and sprinkler impairment procedures in occupied buildings.
