This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Sr. Program Manager based in the United States.
This is a senior, on-call program and proposal advisory role supporting high-value capture and business development efforts.
You will serve as an objective reviewer during critical proposal milestones, helping teams strengthen strategy, messaging, compliance, and competitive positioning.
The role requires a strong understanding of customer requirements, evaluation criteria, solicitation documents, and industry best practices.
You will assess proposal content with a focus on clarity, persuasiveness, alignment, and overall probability of success.
Working closely with Capture Leads and Proposal Managers, you will identify risks, gaps, inconsistencies, and opportunities to sharpen the solution narrative.
Your expertise will help ensure win themes, customer priorities, differentiators, and competitive insights are effectively reflected throughout proposal deliverables.
This remote, part-time opportunity is well suited to an experienced proposal or capture professional who can provide high-value guidance on short notice and at pivotal moments.
Participate in assigned color team reviews, including Pink, Red, Gold, and other proposal or capture review milestones.
Evaluate proposal sections and deliverables for compliance, clarity, persuasiveness, completeness, and alignment with the overall capture strategy.
Review draft proposal content against customer requirements, solicitation documents, evaluation criteria, and stated priorities.
Provide objective, constructive, and actionable written and verbal feedback designed to improve proposal quality and increase win probability.
Identify content gaps, strategic risks, inconsistencies, weaknesses, and opportunities for strengthening the overall proposal narrative.
Assess the effective integration of win themes, discriminators, customer hot buttons, competitive intelligence, and other strategic elements.
Evaluate whether proposal messaging clearly addresses customer needs and differentiates the proposed solution from competitors.
Collaborate with Proposal Managers and Capture Leads to ensure review findings are clearly understood and appropriately incorporated into final deliverables.
Apply industry best practices, market knowledge, and proposal quality standards when evaluating capture and proposal materials.
Maintain strict confidentiality when handling sensitive proposal, customer, competitive, and business development information.
Follow established proposal development processes, review standards, and milestone schedules.
Participate in virtual review sessions as scheduled, including sessions that may occasionally be requested with limited notice.
Provide senior-level perspective and practical recommendations while remaining objective and focused on the customer’s evaluation perspective.
15+ years of relevant professional experience in program delivery, proposal development, capture management, business development, or a closely related field.
Extensive experience evaluating and improving complex government or enterprise proposals and capture deliverables.
Strong understanding of capture strategy, competitive positioning, customer requirements, evaluation criteria, and proposal development methodologies.
Demonstrated experience participating in formal color team reviews such as Pink, Red, Gold, or equivalent proposal review processes.
Ability to assess proposal content from both a customer/evaluator perspective and a competitive positioning perspective.
Strong analytical skills and the ability to quickly identify gaps, inconsistencies, risks, and opportunities within complex proposal materials.
Excellent written and verbal communication skills, with the ability to provide direct, constructive, and actionable feedback to senior proposal and capture professionals.
Strong understanding of proposal quality standards, compliance requirements, persuasive messaging, and effective solution narratives.
Ability to evaluate the strength and consistency of win themes, discriminators, customer priorities, and competitive intelligence.
Strong collaboration and interpersonal skills, with the ability to work effectively with Capture Leads, Proposal Managers, subject matter experts, and other stakeholders.
Excellent judgment, discretion, and ability to maintain confidentiality when handling sensitive business development and proposal information.
Ability to work independently, manage review assignments efficiently, and provide high-quality feedback within tight deadlines.
Comfortable working in a fast-paced environment where review sessions may be scheduled on short notice.

U.S. citizenship is not required.
Salary range: $39,100–$52,900, with final compensation determined based on experience, geographic location, and applicable contractual requirements.
Part-time position with approximately 8 scheduled hours per week.
Fully remote work within the United States.
