The Program Director provides comprehensive clinical, administrative, operational, and strategic leadership for the Early Childhood Program. The Program Director is responsible for ensuring the delivery of high-quality, developmentally appropriate early childhood mental health services while overseeing clinical systems, staff development, program operations, grant-funded initiatives, quality improvement, and community engagement.

The Program Director works closely with the Executive Director and agency leadership to support the continued growth, sustainability, and effectiveness of the program. The position requires strong clinical expertise, leadership, organizational, and entrepreneurial skills, as well as the ability to manage multiple priorities and responsibilities across a complex program.

Duties and Responsibilities:

Clinical Leadership and Program Oversight

Oversee all clinical elements of the Early Childhood Program, including clinical supervision, intake, assessment, referral, treatment planning, and discharge processes.
Ensure that clinical services are consistent with best practices in early childhood mental health and responsive to the needs of children, families, and communities served.
Provide and/or oversee clinical supervision and consultation to program staff and interns.
Monitor clinical quality, service delivery, documentation, and adherence to applicable standards and regulations.
Oversee referral relationships and coordination of services with community providers, schools, medical providers, and other relevant systems.
Participate in case conferences and provide clinical leadership regarding complex cases and program needs.

Staff Supervision, Training, and Development

Oversee the recruitment, onboarding, orientation, training, and ongoing professional development of program staff and interns.
Develop and maintain training systems to ensure that staff possess the clinical, administrative, and programmatic competencies necessary to fulfill their roles.
Provide leadership, supervision, consultation, and support to staff across clinical and administrative functions.
Identify professional development needs and coordinate training opportunities, including internal and external trainings and conferences.
Foster a collaborative, supportive, accountable, and learning-oriented program culture.

Administrative and Operational Leadership

Oversee all clinical, administrative, and operational activities of the Early Childhood Program.
Ensure effective implementation of program policies, procedures, workflows, and systems.
Monitor program operations and identify opportunities to improve efficiency, service quality, staff support, and client outcomes.
Coordinate with agency leadership and relevant departments to ensure effective integration of program activities within the broader agency.
Attend agency meetings, case conferences, training meetings, and other meetings as required.
Assume additional responsibilities and special projects as delegated by the Executive Director.

Grant Leadership and Project Direction

Serve as Project Director for all grants associated with the Early Childhood Program.
Oversee all aspects of grant-funded programs and initiatives, including implementation, operations, staffing, budgeting, use of funds, research, strategic planning, fidelity, evaluation, and quality improvement.
Ensure that grant activities and expenditures remain aligned with approved budgets, program goals, contractual requirements, and organizational priorities.
Develop future budgets and identify opportunities for program sustainability and expansion.
Oversee grant implementation and ensure that required deliverables, outcomes, and milestones are achieved.
Collaborate with agency leadership and relevant stakeholders on grant development, research, program evaluation, and future funding opportunities.
Monitor program fidelity and develop strategies to address implementation challenges and improve outcomes.
Lead quality improvement efforts related to grant-funded and programmatic activities.

Program Development, Growth and Strategic Planning

Lead the ongoing development, growth, and sustainability of the Early Childhood Program.
Identify emerging community needs and opportunities for new services, partnerships, initiatives, and funding.
Develop and implement strategic plans to strengthen and expand program services.
Utilize research, data, clinical knowledge, and community feedback to inform program development and decision-making.
Cultivate an entrepreneurial and resourceful approach to program growth and sustainability.
Build and maintain relationships with internal and external stakeholders to strengthen the program's visibility, reach, and impact.

Community Awareness and Outreach

Develop and oversee a comprehensive plan to increase community awareness of the Early Childhood Program.
Promote the program's services and areas of expertise among community partners, referral sources, and other relevant stakeholders.
Develop relationships with community organizations, schools, healthcare providers, early childhood programs, and other systems serving young children and families.
Represent the Early Childhood Program at relevant community events, conferences, meetings, and professional forums.

Compliance and Professional Standards

Ensure compliance with applicable New York State Office of Mental Health (NYS OMH) regulations and requirements.
Ensure compliance with HIPAA and all applicable privacy and confidentiality requirements.
Ensure adherence to agency policies, procedures, regulations, and standards.
Maintain appropriate professional and ethical standards in all aspects of program operations and service delivery.
Monitor program practices to ensure compliance with applicable regulatory, contractual, and grant requirements.

Qualifications:

Master's or doctoral degree in a relevant clinical discipline, such as LCSW, PhD, or MD, as applicable to the responsibilities and requirements of the position.
Significant clinical experience in early childhood mental health.
Prior experience in program or organizational leadership and supervision.
Experience with program development, implementation, evaluation, and/or research preferred.
Experience with grant-funded programs and project management preferred.
Knowledge of applicable behavioral health regulations, clinical standards, and best practices in early childhood mental health.
