Partner Forces is seeking a Program Evaluation Analyst to support a federal cybersecurity grants program focused on program evaluation, performance measurement, and continuous improvement. This is a great opportunity for someone early in their career who enjoys working with data, asking good questions, and helping clients understand whether programs are achieving their intended outcomes. The Program Analyst will work as part of an established team supporting the development, collection, analysis, and reporting of program performance measures. The role includes both quantitative and qualitative analysis and will help translate program data into clear insights for federal leadership.

What you’ll do:

  • Support ongoing program evaluation and performance measurement activities for federal cybersecurity grant programs
  • Collect, organize, validate, and analyze program performance data
  • Track KPIs, performance targets, and quarterly and biannual reporting requirements
  • Support the development and maintenance of performance dashboards and other visual reporting tools
  • Analyze trends in program data and help identify gaps, progress, and areas for improvement
  • Support the development and refinement of performance measures, including measures used to assess program and cybersecurity maturity
  • Conduct qualitative analysis of interviews, surveys, open-ended responses, and other program information
  • Support preparation of reports, presentations, briefing materials, and recommendations for federal leadership
  • Maintain organized data and documentation and help ensure reporting requirements and project milestones stay on track
  • Collaborate with team members and federal stakeholders to support broader program evaluation efforts

What we’re looking for:

  • US Citizenship required.
  • Ability to obtain DHS Suitability, Secret clearance preferred.
  • At least 4 years of experience in program evaluation, performance measurement, research, data analysis, monitoring and evaluation, or a related area
  • Experience working with both qualitative and quantitative information
  • Strong analytical, organizational, and writing skills
  • Comfort working in Excel and with data tracking and reporting
  • Ability to turn data and research findings into clear takeaways for non-technical audiences
  • Experience with Power BI, Tableau, or other dashboard/visualization tools is a plus
  • Experience with NVivo, ATLAS.ti, or similar qualitative analysis tools is a plus
  • Experience supporting federal programs, grants, cybersecurity, emergency management, or homeland security is helpful but not required
  • Bachelor’s degree required; a master’s degree in public policy, public administration, public health, program evaluation, research, or a related field is a plus
