Quevera is seeking an Intelligence Recruiter & Sourcing Strategist to join our Talent Acquisition team. This is a full life-cycle recruiting position with a heavy emphasis on proactive sourcing and candidate generation.

This is a hybrid position, with the majority of work performed remotely and an expectation to work in the office 1–2 days per week, with flexibility based on recruiting production and business needs.

The Intelligence Recruiter & Sourcing Strategist will source, engage, screen, and recruit technical and security-cleared professionals for difficult-to-fill positions. The role requires strong technical sourcing skills, the ability to identify passive candidates, and the creativity to develop new ways to find talent. You will work closely with recruiters and hiring managers to understand requirements, build candidate pipelines, assess candidates, and manage candidates through the full recruiting process from initial outreach through hire.

The ideal candidate will use a combination of traditional and non-traditional sourcing methods, including LinkedIn Recruiter, Clearance Jobs, Boolean and X-ray searches, talent mapping, professional networks, referrals, online research, AI tools, and other emerging technologies. We are looking for someone who can bring creative sourcing strategies, use AI to improve recruiting efficiency, and continuously test new ways to identify qualified candidates.

Job Responsibilities

  • Own full life-cycle recruiting from sourcing and initial outreach through screening, interviews, offer, and hire.
  • Source technical and security-cleared candidates for difficult-to-fill positions.
  • Conduct proactive, high-volume sourcing across multiple technical requirements.
  • Identify and engage passive candidates.
  • Develop targeted sourcing strategies for specialized technical roles.
  • Use LinkedIn Recruiter, Boolean searches, X-ray searches, job boards, professional networks, referrals, and other sourcing channels.
  • Research companies, teams, technical skill sets, and talent markets to identify potential candidates.
  • Build and maintain technical and cleared talent pipelines.
  • Create personalized candidate outreach and follow-up strategies.
  • Conduct initial candidate screens covering technical experience, career goals, compensation, location, availability, and clearance status.
  • Present qualified candidates with concise summaries of relevant experience.
  • Maintain accurate candidate activity and information in the ATS.
  • Track sourcing activity, response rates, submissions, interviews, and hires.
  • Use recruiting data to identify which sourcing strategies are producing results.
  • Build evergreen pipelines for recurring and hard-to-fill positions.
  • Partner with recruiters and hiring managers to refine candidate requirements and sourcing strategies.
  • Develop and implement new sourcing techniques and recruiting processes.
  • Research and implement AI tools and automation to improve sourcing efficiency.
  • Build custom search engines, talent databases, sourcing tools, or other solutions when appropriate.
  • Continuously test new sourcing channels, tools, and techniques.
  • Stay current on technical recruiting tools, AI capabilities, sourcing methods, and talent-market trends.
  • Support employee referrals, networking events, recruiting events, and talent-community development.

Minimum Requirements

  • 3+ years of experience in technical recruiting or technical sourcing.
  • Bachelor's degree or equivalent professional experience.
  • Experience with full life-cycle recruiting.
  • Demonstrated success sourcing difficult-to-find technical candidates.
  • Demonstrated success in a high-volume, metrics-driven environment.
  • Strong experience with sourcing tools (such as LinkedIn Recruiter, Clearance Jobs, etc.) and advanced Boolean search techniques.
  • Experience sourcing and engaging passive candidates.
  • Experience managing multiple technical searches simultaneously.
  • Ability to understand technical requirements and identify qualified candidates.
  • Strong research and candidate-identification skills.
  • Strong written and verbal communication skills.
  • Strong organizational skills and attention to detail.
  • Experience working with an ATS.
  • Proficiency with Microsoft Office Suite, particularly Excel.
  • Ability to work independently and manage sourcing activity with limited direction.
  • Ability to work effectively in a remote environment.
  • Ability to work in the office 1–2 days per week.

Desired Skills

  • Experience recruiting within the Intelligence Community, government contracting, defense, or federal technology industry.
  • Experience sourcing TS/SCI and polygraph-cleared professionals.
  • Existing network of technical and/or cleared professionals.
  • Experience recruiting software engineering, cybersecurity, cloud, DevSecOps, systems engineering, data, infrastructure, or other technical talent.
  • Advanced Boolean, X-ray, and alternative sourcing techniques.
  • Experience building custom search engines, sourcing tools, databases, or recruiting technology solutions.
  • Experience using AI tools to improve sourcing, research, candidate identification, outreach, or recruiting workflows.
  • Experience with automation and recruiting technology.
  • Strong talent-market research and market-mapping skills.
  • Experience sourcing for highly specialized or niche technical positions.
  • Experience developing creative sourcing strategies beyond traditional job boards.
  • Familiarity with federal contracting terminology, including LCATs, funded/unfunded positions, contract requirements, and billable roles.
  • Experience using sourcing analytics and recruiting metrics to improve results.
