Job Description
Strategic Analysis, Inc. seeks a Senior Scientist/Engineer to support the oversight and administration of the DoD/DoW Medical Research, Development, Test and Evaluation (RDT&E) program executed within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)).
This is a hybrid position. On-site work with our government clients in the Mark Center of Alexandria, VA is anticipated to be 3 days per week.
As a Senior Scientist/Engineer, you will:
• Assist in developing the portfolio management process to assess and update the investment strategy for the POM budgeting cycle, to include development of a uniform process to assess the current progress for each for subarea of the medical RDT&E portfolio; development of roadmaps of technology and regulatory development for subareas of the portfolio; and development of metrics for assessing progress, collaboration, adequacy of resources, and research coverage of capability gaps across the Department.
• Provide programmatic, technical, and administrative support to federal advisory groups, councils, and committees, such as the Health Readiness Council, CWMD Unity of Effort Senior Advisory Group, Defense Language Steering Committee and Action Panel, Biodefense Council and Working Group, Chemical and Biological Defense Enterprise Integration Committee, and others.
• Assist in preparing for meetings and workshops, to include coordination of calendars of senior DoD personnel; preparation of announcements, agendas, read-ahead, meeting minutes, and technical briefing materials; management of logistics, travel arrangements, and meeting-facility support; administration of action items; and preparation of summary of the evaluations.
• Provide support for management oversight, drafting policy guidance, and coordinating budget and Congressional Special Interest Items.
• Prepare draft papers to include technical evaluations, weekly reports, information papers, action memoranda, reports to Congressional committees, and other documents as requested.
• Prepare presentation/briefing materials to include research of technical content, graphics, and production.
• Maintain broad situational awareness of R&D efforts involving human systems program areas.
Travel: Occasional travel may be required.
QUALIFICATIONS
Clearance: TS/SCI is required; highly qualified candidates with SECRET or TS may be considered.
Education: A bachelor’s degree from an accredited college or university in medicine, biology, neuroscience, psychology, engineering, or other science and technology related subject is required; master's or PhD is preferred.
Experience:
• Background in Medical RDT&E domain.
• A minimum of five (5) years of recent and relevant experience; ten (10) years of experience is required for the Senior level.
• Proficiency in technical research and technical writing.
• Excellent communication skills, unstructured verbal interactions, briefings, and meeting moderation.
• Ability to work independently with junior and senior staff in a distributed environment while maintaining a strong commitment to scheduled deliverables.
