HEALTH DEPARTMENT

GENERAL STATEMENT OF DUTIES
This is professional dental work involving the care, treatment and education of children in a public health clinic. Work in this class involves responsibility for the dental services in the health department’s clinic and other public health dental programs the agency supports. Work may involve conducting dental health education and associated clinical treatment programs with the dentist serving as a consultant to local health units or other medical and/or paramedical services in the county or community. Work also includes the supervision of other dental personnel and may include the training of dental residents and assistants and the promotion of dental health through educational and informational media. Work is guided by established dental health standards and practices and is performed under the administrative supervision of the Health Director.

Public Health is a first responder agency for natural disasters (e.g. hurricanes, tornadoes, floods, winter storms), naturally occurring infectious disease outbreaks (e.g. influenza, SARS), technological hazards (hazardous materials releases, critical infrastructure disruptions), and terrorist incidents. This position, like all other positions within the Health Department may be required to participate in any emergency response activities as deemed necessary by the Health Director or his/her designee. Availability during emergencies and exercises is required.

EXAMPLES OF DUTIES PERFORMED
This position primarily provides care for the pediatric MEDICAID population of the county. The incumbent dentist will institute and supervise oral hygiene practices; ensure aseptic techniques of treatment are followed; monitor and supervise maintenance of all supplies and equipment necessary to perform all types of dental treatment. Coordinates local dental health projects; directs and participates in dental examinations of school age children; promotes dental health programs in public schools. Serves as an area consultant for the State Board of Health in promoting dental health education in the local health department; conducts state-wide programs with local agencies and assists in establishing and maintaining effective programs at the local level. Examines and prescribes dental treatment for patients utilizing the clinic; participates in dental treatment by performing all procedures required to establish and maintain proper dental health for the patient. Serves as a consultant to other medical and paramedical services in the county facilities. Assists in promoting and maintaining good public relations among community groups and professional health organizations such as the North Carolina Dental Society. Determines that
patients' charts and dental records are correctly maintained through accurate recording of all dental procedures performed on patients during the period of their treatment. Performs related duties as required by the Health Department Director.

RECRUITMENT STANDARDS
Knowledge, Skills, and Abilities
  • Thorough knowledge of modern dentistry and recent developments in the field of dentistry.
  • Considerable knowledge of departmental policies, rules, and regulations pertaining to dental health services.
  • Considerable knowledge of dental health problems in the community or county facility to which assigned.
  • Considerable knowledge of all pediatric dental procedures.
  • Ability to supervise both professional and sub-professional personnel.
  • Ability to establish and maintain effective working relationships with patients, health department personnel, and other personnel from professional disciplines within the county and community.
  • Ability to prepare and deliver lectures on dental health education to professional and community groups.

MINIMUM EDUCATION AND EXPERIENCE
Graduation from a dental school accredited by the Commission on Dental Accreditation of the American Dental Association School of dentistry and two years experience in the general practice of dentistry.

NECESSARY SPECIAL QUALIFICATIONS
Licensed to practice dentistry in the State of North Carolina.
