Supply Chain Manager

JOB SUMMARY

The Supply Chain Manager is responsible for managing and coordinating buyers and purchasing processes, warehousing and logistics, inventory, and for the development of system wide policies, procedures, and procurement/logistics strategies. This position is also responsible for directly managing complex purchases for the health system including the research, evaluation, buying of products, and contract compliance. The Supply Chain Manager is directly responsible for process improvement and the coordination of materials management information systems. Strives for superior performance by consistently providing a product or service to leadership and staff that is recognized as ultimately contributing to the patient and family experience. Recognizes and demonstrates understanding of patient and family centered care.

JOB RELATIONSHIPS

Responsible To: Vice President of Operations

Workers Supervised: Supply chain staff: purchasing, receiving and central supply

Inter-Relationships: Works closely with medical staff, clinicians, finance and all Health System personnel on a daily basis. Develops and maintains relationships with vendors, consultants, and other external parties as appropriate.

PRIMARY JOB RESPONSIBILITIES

This job description is intended to cover the minimum essential duties assigned on a regular basis. Employees may be asked to perform additional duties as assigned by their leader. Leadership has the right to alter or modify the duties of the position.

  1. Serve as Supply Chain lead in information systems developments, upgrades, and implementations. This includes, but is not limited to planning, designing, testing, implementing, and managing the Materials Management Information Systems.
  2. Manage supply chain staff.
  3. Respond to internal and external requests for statistical and financial information and analysis.
  4. Develop, implement and maintain inventory controls and RNI processes.
  5. Effectively implements the CQO model (Cost/Quality/Outcomes). Integrates the supply chain as an interdisciplinary partner with clinical departments driving Memorial to deliver higher quality care at more affordable costs in a manner providing the highest value to patients (best outcomes, minimal waste and lowest cost).
  6. Track and report key performance indicators to reduce expenses and improve, enhance efficiency and improve quality.
  7. Devise and employ leading-practice sourcing strategies.
  8. Build strong working relationships internally and with key suppliers/vendors.
  9. Employ leading practices for internal requisitioning, returning goods and following up on purchase orders to improve internal customer service.
  10. Perform risk assessment for major and/or strategic purchases.
  11. Lead product standardization across the health system.
  12. Source products through the designated Group Purchasing Organization and affiliated procurement networks.
  13. Drive vendor compliance in accordance with health system vendor management policies.
  14. Complete training and/or certification as required.
  15. Demonstrates knowledge of and supports hospital mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality statements, corporate compliance plan, customer service standards, and the code of ethical behavior.

JOB SPECIFICATIONS

EDUCATION

  1. Bachelor’s or Master’s degree in supply chain or a related field from an accredited College or University, preferred or equivalent years of experience will be substituted for degree.
  2. Certification through the American Hospital Association as a Certified Materials Resource Professional, CMRP, is strongly desired. However, certification for the following will be considered: Institute of Supply Management (www.instituteforsupplymanagement.org) Certified Professional in Supply Management (CPSM), APICS (http://www.apics.org) Certified Supply Chain Professional (CSCP), American Purchasing Society (www.american-purchasing.com) Certified Purchasing Professional (CPP) or Certified Professional Purchasing Manager (CPPM).

EXPERIENCE

  1. With a master’s degree, minimum of 0 - 3 years direct supply chain management experience to include material management information systems, purchasing, warehousing and distribution. Hospital or other healthcare experience preferred.
  2. With a bachelor’s degree, minimum of 1 - 3 years direct supply chain management experience to include material management information systems, purchasing, warehousing and distribution. Hospital or other healthcare experience preferred.
  3. Without a bachelor’s degree, minimum of 5-7 years direct supply chain management experience.

JOB KNOWLEDGE

  1. Understanding and knowledge of Material Management information Systems, Procurement, warehousing and inventory management best practices.
  2. Ability to deal with complex issues/strategic thinking.
  3. Knowledgeable and strong in oral and written communication
  4. Demonstrated ability to identify and resolve problems in an effective and timely manner.
  5. Ability to articulate and demonstrate commitment to the philosophy, values, mission and vision of the organization.

ESSENTIAL PHYSICAL ABILITIES/MOTOR SKILLS

These physical requirements are not exhaustive and additional job related physical requirements may be added on an as needed basis. Corrective devices may be used to meet physical requirements.

  1. Sedentary Work: Frequently required to stand, kneel and crouch. On a daily basis may be required to move about, sit, climb stairs and bend. Is frequently required to lift and carry up to 20lbs. May be required to push/pull/carry items between 20-100 lbs.
  2. Vision: Requires the ability to perceive the nature of objects by the eye. Near Acuity: Clarity of vision at 20 inches or less. Midrange Acuity: Clarity of vision at distances of more than 20 inches.
  3. Motor Coordination: While performing the duties of the job, it is required to regularly perform functions that include using hand and finger movement, handle or feel objects, be able to use tools or equipment that requires reaching with hands and arms.
  4. Speaking/Hearing: Ability to give and receive information through speaking and listening.
  5. Able to travel independently throughout all Memorial Healthcare facilities.
  6. Small motor skills required for operating modern computer, office, and telephone equipment as utilized by Memorial Healthcare (MHC).

ESSENTIAL TECHNICAL ABILITIES

  1. Proficiency using modern office, computer and telephone equipment as used by Memorial Healthcare.
  2. Advanced proficiency with excel and supply management software.
  3. Ability to access, create, send and retrieve data from all systems.
  4. Ability to operate mobile devices.

ESSENTIAL MENTAL ABILITIES

  1. Ability to adapt and maintain focus in fast paced, quickly changing or stressful situations.
  2. Ability to read and interpret a variety of documents including, but not limited to policies, operating instructions, white papers, regulations, rules and laws.
  3. Ability to problem solve
  4. Ability to develop and communicate effective proposals.
  5. Ability to comprehend basic statistics and financial documents.

ESSENTIAL SENSORY REQUIREMENTS

  1. Able to see for the purpose of reading information received in formats including but not limited to paper, computer, reports, bulletins, updates, manuals.
  2. Ability to communicate with employees and to answer and process questions.
  3. Ability to maintain self-control
  4. Able to hear for work-related purposes.
