About This Position
The Senior Compliance Analyst performs analysis, compliance review and operational support for the Agency’s Single Family homebuyer programs. This position’s primary responsibilities include: drafting SOPs and manuals, loan file review, file audits, program compliance, regulatory compliance, quality control, and risk management.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Responsible for developing, maintaining, and updating internal Single Family operations manuals and standard operating procedures (SOPs) to support operational efficiency and compliance.
- Conduct comprehensive audits of closed loan files (FHA, VA, Conventional, MRB, and TBA) to ensure compliance with federal, state, and Housing Finance Agency (HFA) program guidelines
- Verify the accuracy and completeness of all documentation, including disclosures, closing statements, title commitments, insurance policies, income and asset documentation, AUS findings, and appraisal reports.
- Confirm adherence to TRID, RESPA, TILA, HMDA, ECOA, and other federal compliance regulations.
- Ensure TBA and MRB program compliance by validating borrower eligibility, income limits, purchase price limits, and reservation lock data against program requirements.
- Review data entry accuracy between the Loan Origination System (LOS), and final closing documentation.
- Identify, document, and track post-closing deficiencies
- Perform secondary compliance audits on HPAP, MRB, and TBA loan pools purchase or delivery to ensure data consistency with program reservations and funding requests
- Maintain and update internal post-closing and compliance review checklist
- Support pre and post-delivery reviews, ensuring file documentation aligns with program standards
- Track common error trends and recommend training opportunities and process improvements
- Stay abreast on FHA, VA, Fannie Mae, Freddie Mac, and GNMA program updates, as well as HFA-specific TBA and MRB compliance requirements
- Ensure accurate reporting of borrower data, household income calculations, and acquisition cost limits for MRB loans in compliance with IRS tax-exempt rules
- Verify TBA loan funding aligns with pipeline management and delivery schedules
- Support program reporting, recapture calculations, and annual audit preparation for TBA and MRB programs
- Collaborate with Office of Financial Management to ensure loan-level compliance aligns with bond allocations and pool delivery timelines
- Communicate audit findings and required corrections to internal teams and external lending partners
- Assist in drafting compliance bulletins, process documentation, and training materials specific to TBA/MRB program updates and federal requirements
- Participate in compliance meetings, investor calls, and HFA webinars to maintain up-to-date program knowledge and share updates internally
- Perform other duties as required
KNOWLEDGE AND QUALIFICATIONS:
- Bachelor’s Degree in Business, or another related field or equivalent professional experience
- Certification in Mortgage Compliance preferred
- Ten (10+) years’ experience with mortgage file review and compliance
- Ten (10+) years’ experience in drafting Standing Operating Procedures (SOPs) and manuals
- Knowledge of housing programs specifically DC Open Doors and Home Purchase Assistance (HPAP) preferred
- Understanding of mortgage concepts, practices, and procedures
- Familiarity with CRM software and/or website CMS is a plus
- Advanced experience with Microsoft Excel
- Ability to perform data analysis such as extract useful information from large datasets.
- Possess excellent organizational skills and be detail-oriented
- Good at planning and time management; work efficiently and meet deadlines.
