IT QUALITY ASSURANCE SR MANAGER

MEANINGFUL WORK AND PERSONAL IMPACT

The work you'll do will be impactful to the mission of our NYS customer. You will play a crucial role as you join our team in partnership with New York State of Health (NYSoH) to provide comprehensive health coverage to more than 7.0 million New Yorkers through its Health Benefit Exchange (HBE)

You will lead a team of 40+ testers supporting a large-scale, multi-tier application. In parallel, you'll guide the organization's shift from predominantly manual testing to a scalable, automation-first practice. This is a hands-on leadership role working closely with the client, program leadership, and peer teams to promote quality, service, teamwork, growth, and cost-effective resource management. You should be a strong collaborator who can work across a matrixed program.

What You'll Own & Deliver

    

Delivery & Team Leadership
  • Ensure delivery of multiple parallel releases on schedule with minimal defects, balancing competing priorities and cross-team dependencies.
  • Align closely with Project Management, Development, Requirements, and Operations to unblock testing and keep schedules on track.
  • Review estimates and metrics to ensure they are reasonable and accurate; adjust plans based on data.
  • Mentor, motivate, and manage performance for team members; support growth and clear career paths.
  • Identify and remove blockers quickly; escalate issues when needed, and keep stakeholders informed.
  • Partner with client leadership to communicate release plans, status, and readiness.

Modernization & Automation at Scale
  • Lead an outcome-based roadmap to move from manual to automation-first, phased by risk and value.
  • Provide updates to leadership using metrics on modernization initiatives
  • Drive innovation in testing practices and automation to improve efficiency and effectiveness.
  • Proactively drive the adoption of automated testing to reduce costs and improve efficiency.
  • Provide practical guidance on automation tools and practices; Transition Manual testers to automation.

    

Program & Client Collaboration
  • Share clear, easy-to-understand updates on release status with the program team and client leaders.
  • Act as a liaison between the Testing team, peer organizations, and business stakeholders.
  • Turn testing insights into client outcomes: fewer production issues, faster releases, and a better user experience-and track progress with metrics.
  • Fosters communication among team members, other department groups, and program stakeholders.
  • Proactively develops solutions that deliver value to the client and help reduce costs and improve efficiency.

    

Quality Strategy & Governance
  • Define implementation standards and oversee testing and associated documentation.
  • Continuously improving QA processes, tools, and methodologies to increase efficiency.
  • Ensure adherence to software engineering best practices across the development lifecycle.
  • Set an end-to-end testing strategy and compliance
  • Own the QA tooling roadmap and standards


WHAT YOU'LL NEED TO SUCCEED
  • 8+ years of experience in government or healthcare consulting (or closely related domains).
  • 8+ years managing testing teams with 30+ staff for system enhancements supporting large-scale Eligibility / Medicaid systems or equivalent.
  • Technical familiarity with large-scale, multi-tier, service-oriented applications.
  • Experience managing teams and documenting testing plans, execution, and results.
  • Bachelor's degree in computer science, Computer Engineering, Information Systems, Engineering, Business, or related field.
  • ISTQB certifications such as CTFL, CTFL-AT, or CTAL-TM (or equivalent).
  • Deep knowledge of the SDLC and STLC.
  • Experience leading the implementation of automation test frameworks.

The likely salary range for this position is $148,750 - $201,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
