About This Position

SUMMARY:

Under the general supervision of the Human Resources Manager, the Human Resources Generalist provides day-to-day support to multiple hospital departments. The Human Resources Generalist will carry out her/his duties by adhering to the highest standards of ethical and moral conduct, acting in the best interest of Imperial Valley Healthcare District, and fully supporting the mission, vision, and values of Imperial Valley Healthcare District. The Human Resources Generalist will have knowledge of all areas of healthcare human resources and have demonstrated the ability to interact, relate to, work with, and support the activities of a diverse workforce.

ESSENTIAL FUNCTIONS:

  • Provides support to multiple District departments to support the overall Human Resources Function.
  • Resolves HR-related issues and concerns impacting the work environment.
  • Coordinates and assists the training and development manager in providing short and full-day orientation for all new hires.
  • Coordinates the hiring and onboarding process for all new hires.
  • Assists in the coordination of pre-placement activities such as lab work, physicals, background screens, and fit testing, including badges.
  • Assist Human Resources Manager in the development of Human Resources Policies for the District.
  • Analyze trends and metrics to develop solutions, programs, and policies.
  • Maintains in-depth knowledge of legal requirements related to the day-to-day management of employees, reducing legal risks, and ensuring all federal and state regulatory compliance.
  • Prepares, organizes, and inputs payroll and employee status change into HRIS for transfers, terminations, and promotions. Including filing.
  • Assists in the Collection of salary survey data for yearly salary survey reports.
  • Assists in the Completion and submit EEOC reports every 2 years.
  • Answer unemployment and verification of employment requests in a timely manner.
  • Assures proper maintenance of all files and records related to employment, promotions, transfers, and terminations. Includes filing of your completed documents.
  • Provide support to employees in various HR-related topics such as leaves and compensation and assist in resolving any issues that may arise
  • Promote HR programs to create an efficient and conflict-free workplace
  • Enhance PMHD employee job satisfaction by responding to and resolving issues promptly.
  • Assigning staff new hire and exit interviews
  • Coaches and advises managers and employees on key HR policies addressing issues of a complex and sometimes sensitive nature
  • Assist in administering and planning organizational training & development
  • Assist in the organization recruitment effort

  • Develops, facilitates, and implements all phases of the recruitment process.

  • Collaborates with department managers to identify and draft detailed and accurate job descriptions and hiring criteria.

  • Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization.

  • Assists with job posting and advertisement processes.

  • Screens applications and assist in selection of qualified candidates.

  • Schedules interviews; oversees preparation of interview questions and other hiring and selection materials.

  • Assists with the interview process, attending and conducting interviews with managers, directors, and other stakeholders.

  • Collaborates with the hiring manager and/or other human resource staff during the offer process, identifying and recommending salary ranges, incentives, start dates, and other pertinent details.

  • Performs other duties as assigned.

OTHER RESPONSIBILITIES:

  • Attends HR Meetings
  • Act as a backup for the Benefits Coordinator
  • May be asked to represent HR at various Staff and/or Safety Meetings.
  • May be asked to represent HR on various committees
  • Performs other related duties as required and assigned by the Human Resources manager.

INTERNAL/EXTERNAL RELATIONSHIPS:

Significant interaction with employees at all levels, outside vendors, and the public.

KNOWLEDGE, SKILLS, ABILITIES, AND EXPERIENCE REQUIRED:

  1. Associate’s degree in business or related field and 3 years’ experience in Human Resources or 5 years of Human Resources generalist experience.
  2. Ability to comprehend, interpret, and apply the appropriate section of applicable laws, guidelines, regulations, and policies.
  3. Demonstrated ability to successfully interact with all levels of the district employees.
  4. Excellent Problem-Solving Skills

LICENSES AND CERTIFICATIONS REQUIRED:

Professional in Human Resources certification preferred.
