Job Description
The Engineering Manager provides agency-wide leadership for all engineering functions at Tampa Bay Water. Reporting to the Planning & Projects Director, this position serves as the engineering authority responsible for establishing engineering standards, ensuring technical quality, and directing the application of sound engineering principles in the planning, design, construction, operation, and rehabilitation of the Agency’s water supply facilities and infrastructure.
This position manages and provides strategic direction to a multidisciplinary team of licensed professional engineers, including civil/environmental, mechanical, and electrical engineering disciplines. The Engineering Manager ensures effective coordination of in-house and consultant engineering services, supports capital planning and asset management initiatives, and provides technical leadership for complex engineering challenges affecting system reliability, resilience, and regulatory compliance.
The Engineering Manager collaborates extensively with internal departments, member governments, regulatory agencies, and external consultants, and participates in or leads negotiations related to engineering services, technical agreements, and system interconnections. Duties are performed under the general direction of the Planning & Projects Director, with performance evaluated through conferences, reports, measurable outcomes, and periodic administrative review.

In the event of a declaration of emergency, any employee may be assignedactivities that promote the protection of public health and safety or the preservation of lives and property, either at the Agency or within the local or their own community.

Leadership & Personnel Management
- Provides direct supervision and leadership to Engineering Department staff, including licensed professional engineers across multiple disciplines.
- Assigns, reviews, and evaluates work; establishes priorities; and ensures alignment with Agency objectives.
- Sets performance expectations, conducts evaluations, provides coaching and mentoring, and supports professional development and succession planning.
- Motivates staff through goal setting, communication of expectations, recognition, and accountability.
- Assesses staff strengths and development needs and provides timely, constructive feedback.
- Develops the engineering Department budget.
- Establishes and enforces quality assurance and peer review processes for all in-house and consultant-prepared engineering documents.
- Oversee the development, maintenance, and implementation of Agency engineering standards, specifications, and details.
- Provides technical oversight for value engineering processes and constructability reviews.
- Reviews plans, reports, and specifications to ensure compliance with standards, constructability, safety, and operational requirements.
- Prepares sealed engineering documents or supervise the preparation of sealed documents in accordance with Florida law.
- Oversees the Agency’s Cathodic Protection Program, ensuring system integrity, regulatory compliance, and long-term asset protection.
- Oversees and provides strategic direction for hydraulic modeling tools, system simulations, and hydraulic performance evaluations.
- Provides leadership for system-wide hydraulic analyses, including support for emergency response planning, operational scenario evaluation, and system resiliency assessments.
- Supports and coordinates engineering input to the Agency’s Asset Management Program in collaboration with Operations and Maintenance staff, including lifecycle planning and performance optimization.
- Supports and coordinates engineering input related to utility conflicts, including identification, evaluation, and resolution in coordination with internal departments, member governments, and external utilities.
- Manages the internal engineering support request process for troubleshooting, evaluation, and design assistance.
- Establishes engineering service priorities and ensures timely and effective technical support to internal customers.
- Ensures Engineering Department staff effectively support capital projects by serving as engineering leads and subject matter experts, in alignment with the Agency’s established project management methodology.
- Reviews capital project designs for constructability, consistency with Agency objectives, compliance with standard specifications, and compatibility with Operations and Maintenance requirements.
- Participates in selection committees and in negotiations for professional engineering services contracts, amendments, and task authorizations.
- Oversees the administration and performance of as-needed engineering services contracts.
- Participates in decisions regarding the delivery of engineering work using in-house staff versus external consultant resources.
- Develops and oversees the preparation of planning-level capital project budgets and provides engineering input for the Capital Improvements Program planning efforts.
- Provides technical leadership and support for evaluation and negotiation of new points of connection with member governments.
- Manages or supports negotiations of Memoranda of Understanding and Joint Project Agreements.
- Coordinates with member governments, regulators, utilities, and the public to resolve technical issues and complaints.
- Prepares and presents reports and technical recommendations to executive management and the Board of Directors.
- Makes public presentations and responds to stakeholder inquiries as required.
- May function in an on-call capacity during emergencies.
- Observes all Safety Policies and Procedures in accordance with the Agency Safety Program.
- Performs related duties as assigned.
- Must be available to work flexible hours as necessary.

MINIMUM TRAINING AND EXPERIENCE:
- Minimum of ten (10) years of progressively responsible professional engineering experience following licensure, or an equivalent combination of education and experience.
- Minimum of three (3) years of experience managing professional or technical staff.
- Demonstrated knowledge of engineering principles applicable to public water utility infrastructure.
- Demonstrated experience with water transmission and conveyance systems, including hydraulic modeling and analysis of pressurized pipeline networks for system planning, operations support, and capital project delivery.
- Experience in the design, construction, and/or management of major capital projects of significant scope and complexity.
- Strong analytical, problem-solving, and decision-making skills.
- Proficiency in project cost estimating, budgeting, and financial management.
- Proficiency in Microsoft Word, Excel, and Project.
- Experience with public water utilities or large-scale infrastructure systems.
- Experience working with regulatory agencies.
- Knowledge of asset management principles and lifecycle planning.
- Bachelor’s degree in civil, environmental, mechanical, electrical, or chemical engineering from an accredited college or university.
- Master’s degree in engineering or a related field.
- Current registration as a Professional Engineer in the State of Florida or ability to obtain within six (6) months of hire.
- Valid Florida driver’s license
