About This Position
Under the general direction of the Director of Public Works, plans, directs, and manages assigned divisions, projects, activities, and staff of the Public Works Department. This position also serves as acting Director of Public Works in the Director's absence.
Hiring salary range: $118,393.60 - $150,945.60, depending on qualifications
Full salary range: $118,393.60 - $183,476.80
FLSA Status: Exempt
Education and Experience:
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of:
Valid North Carolina driver's license and acceptable driving record.

FLSA Status: Exempt
- Directs operations of Buildings and Grounds Division by reviewing work plans and monitoring operations; ensuring compliance with industry standards for safety, work quality, efficiency, effectiveness, and productivity; monitoring budget; preparing specifications/RFPs and bid packages; recommending contract awards; monitoring cemetery operations and sales; managing urban forestry maintenance and programs; managing personnel matters; and reviewing and resolving customer concerns and inquiries as needed.
- Directs operations of Fleet Maintenance Division by reviewing work plans and monitoring operations; ensuring compliance with industry standards for safety/environmental compliance, work quality, efficiency, effectiveness, and productivity; monitoring budget; preparing specifications/RFPs and bid packages; managing Vehicle Replacement Fund; managing personnel matters; reviewing and resolving customer concerns and inquiries as needed.
- Directs operations of Street Maintenance Division by reviewing work plans and monitoring operations; ensuring compliance with industry standards for safety/environmental compliance, work quality, efficiency, effectiveness, and productivity; monitoring budget; preparing specifications/RFPs and bid packages; recommending contract awards; managing personnel matters; reviewing and resolving customer concerns and inquiries as needed.
- Develops and monitors 10-year Facilities Improvement Plan (FIP) and coordinates with various departments; adjusts FIP as needed.
- Oversees special projects and assists Director of Public Works with special projects as needed.
- Serves as acting Director of Public Works by assignment or delegation in Director's absence.
- Directs employee safety programs for department.
- Performs other related duties as assigned.
Education and Experience:
- Bachelor's degree from an accredited college or university in civil engineering, public administration, or a related field, and
- At least nine (9) years of increasingly responsible professional public works or related operations experience, including at least three (3) years in a supervisory capacity.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of:
- Principles and practices of leadership, personnel administration, and management;
- Principles and practices of modern public administration;
- Principles and techniques of project management.
- Perform a broad range of supervisory responsibilities over others;
- Evaluate technical information and statutes and arrive at valid recommendations based on the data;
- Prepare clear and concise reports, correspondence, and other written materials;
- Select, lead, manage, supervise, motivate, and evaluate staff and provide for their training and professional development;
- Establish and maintain cooperative working relationships with others;
- Communicate effectively, orally and in writing;
- Work well under pressure, meeting multiple and sometimes conflicting deadlines.
- Work cooperatively with City officials, other employees, and the general public.
- Work safely without presenting a direct threat to self or others.
- Meet mental and physical demands of the job.
Valid North Carolina driver's license and acceptable driving record.
