Description:

Loch Harbour Group, Inc. is seeking an experienced Content Manager / Knowledge Manager (Human Resources Support) to support enterprise knowledge management, digital content administration, collaboration, workflow automation, and workforce coordination initiatives within a high-visibility federal environment.

The ideal candidate will possess experience managing SharePoint and collaboration platforms, organizing and publishing digital content, maintaining workforce and operational documentation, supporting recruiting coordination activities, and improving information-sharing processes across the organization. This role requires strong attention to detail, content governance experience, organizational skills, and the ability to manage multiple information streams in a fast-paced environment.


Key Responsibilities:
  • Create, edit, publish, organize, and maintain digital content on NIWC Pacific’s official online platforms, including SharePoint Online and Atlassian Confluence
  • Manage enterprise knowledge repositories, collaboration portals, document libraries, digital files, workflows, and content management systems supporting HR, recruiting, finance, access management, and operational functions
  • Design and maintain SharePoint pages, dashboards, trackers, templates, and digital artifacts to support strategic planning, workforce coordination, and operational reporting activities
  • Organize and structure complex information into clear, user-friendly, and accessible digital formats to improve collaboration and knowledge sharing across departments
  • Ensure digital content complies with NIWC Pacific branding standards, Hub Style Guide requirements, records management procedures, and official communication policies
  • Perform quality assurance reviews to ensure online information, workforce documentation, and digital content are accurate, complete, properly formatted, version-controlled, and consistently maintained
  • Support ongoing maintenance and updates of SharePoint environments, recruiting trackers, onboarding records, strategy management pages, and associated documentation repositories
  • Monitor content usability, navigation structure, and collaboration workflows while recommending improvements to enhance user experience and information accessibility
  • Support workflow automation and process improvement initiatives utilizing SharePoint, Power Automate, Jira, Confluence, and related collaboration technologies
  • Maintain workforce coordination trackers and digital records including candidate status updates, onboarding progress, staffing documentation, and operational reporting information
  • Support candidate intake and recruiting coordination activities by organizing resumes, tracking candidate information, maintaining documentation, and assisting with onboarding coordination efforts
  • Coordinate professionally with candidates, recruiters, hiring managers, government stakeholders, and department personnel while ensuring timely communication and follow-up activities
  • Utilize Microsoft Excel to maintain workforce trackers, organize data, generate reports, and support operational visibility and reporting requirements
  • Utilize Microsoft Word and SharePoint tools to prepare correspondence, update templates, maintain document consistency, and support administrative documentation activities
  • Assist in preparing digital materials, presentations, reports, meeting documentation, and content for recruiting events, leadership reviews, workforce planning, and strategy sessions
  • Train and guide personnel on content formatting standards, publishing procedures, document organization, collaboration tools, and knowledge-sharing best practices
  • Provide status updates and progress reports to Government leadership regarding content management activities, workforce coordination efforts, digital repository maintenance, and operational support initiatives
  • Maintain accurate, organized, and accessible records while ensuring information integrity, consistency, and compliance with organizational standards
  • Perform other content management, administrative, workforce coordination, and knowledge management duties as assigned in support of Total Force Management operations
Requirements: Education
  • Bachelor's level degree in Accounting, Finance, Economics or Business Administration.

Experience & Skills

  • 3 years of professional experience.

Experience

  • Minimum of three (3) years of professional experience in content management, knowledge management, human resources, recruiting coordination, workforce administration, or related operational support functions.
  • Experience administering and maintaining SharePoint Online, document repositories, collaboration portals, or content management systems.
  • Experience supporting HR operations, recruiting processes, onboarding activities, employee documentation, workforce reporting, or personnel administration.
  • Experience creating, organizing, publishing, and maintaining digital content, templates, trackers, reports, and operational documentation.
  • Experience utilizing Microsoft Office Suite, including Excel, Word, Outlook, and SharePoint, to support reporting, document management, and workforce coordination.

Required Qualifications

  • Active Secret Security Clearance
  • Ability to work onsite in San Diego, CA
